BOARD OF SELECTMEN

April 7, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, April 7th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m.

The minutes for the meeting of March 31st, were accepted as distributed.

Rick Young said he had spoken with Randy Cooper about the Burri property which has now been sold to Philip Green and Elizabeth Cobbs. The new owners will grant an easement for a septic system for the Eaton Village Store. A variance from the Zoning Board of Adjustment will be needed for the septic system.

The Selectmen agreed not to grant permission for Steve Smith to publish a description of the hike up Foss Mt in the AMC trails guide. The road is closed in the winter, the parking is very limited, maintenance of the road during the summer is expensive, the area is fragile and access to the blueberry fields has to be restricted during the growing season. The Selectmen also noted the Eaton taxpayer was not in the business of supporting the tourist business. The Town had nothing to gain and much to lose from publicizing access to Foss Mt. A letter to that effect was drafted, reviewed and signed.

A technical note from the UNH Tech Center dealt with crack sealing of roads.

The Tax Collector, Suzanne Raiche, discussed pending tax liens and deeding property.

Legislative Bulletin #15 provided updates on the State budget and the economic stimulus program.

Suzanne Raiche and Jeanne Hartman were in attendance.

BOARD OF SELECTMEN

April 14, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, April 14th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $ 8,602.51 for 14 items.

The minutes for the meeting of April 7th were accepted as amended.

Rick Young said he had heard from Phil Steele and they had discussed the Flood Insurance Program and its impact upon insurance rates. The issue is on the Planning Board agenda.

The preconstruction meeting for the Potter Rd bridge had been held last Wednesday. David Stroud and Buzz Colemen represented Alvin J. Coleman and Son, Inc . Jason Lodge represented the engineers Hoyle, Tanner and Associates and Rick Young was present on behalf of the Selectmen. The meeting went well. The start date is tentatively April 27th but it will depend on whether whole of Potter Rd is open for emergency vehicles.

The project is expected to take four months.

Rick Young said that Cliff Cabral is all set to clean up the cemeteries in time for Memorial Day.

The Conservation Commission met last night. Rick Young said they had talked about the McKenzie property on Foss Mt. A local land trust may be interested but they require an appraisal. The Conservation Commission has agreed to fund the appraisal if the owner is interested. The Conservation Commission had also agreed to ensure that repairs to the Maine end of the Willis Bean Rd. promised last year, will be made soon. The Conservation Commission also approved of the Selectmen’s decision not to grant permission for including Foss Mt in the AMC trails guide.

Don Philbrick is reviewing the welfare guidelines.

Bob Bridgham inquired about a burn permit. Rick Young noted the fire danger is very high right now and permits are not being issued.

Legislative Bulletin #15 provided updates on the State budget and proposed retirement changes.

The New Hampshire Road Agents Association is hosting a "Mountain of Demonstrations" on May 28th at Gunstock.

The Carbon Coalition is holding a "Local Solutions Energy Conference" on June 20th in Concord.

Census takers will be visiting homes between April and June.

The Department of Environmental Services has issued a permit for construction of a septic system for Heather McKendry (U2, lot 15) in Snowville.

Zoning Practice discussed solar access and zoning regulations.

Suzanne Raiche and Jeanne Hartman were in attendance.

BOARD OF SELECTMEN

April 21, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, April 21st, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 11:00 a.m. It was a Special Election Day for the New Hampshire State Senate.

The minutes for the meeting of April 14th were accepted as amended.

Rick Young said he had spoken further with Phil Steel about the Flood Insurance Program.

The Selectmen agreed that notices should be posted that the Potter Rd is going to be closed beginning April 27th while the Potter Rd bridge is replaced. An announcement will also be put in the newspaper and the Carroll County Sheriff’s Department will be notified. The work is scheduled to take about four months.

The Planning Board met last week and will do the Flood Plain Insurance amendment. They will review the procedures at their next meeting. Zoning amendments cannot be done until next year and hearings not held before December. The Planning Board discussed the road section of the Master Plan and affordable housing

A building permit to replace the roof for property on Conway Lake (R1, lot 25) was filed by Laurie Brown. The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2901). The fee of $5 was paid by check. The permit stipulated that there was to be no expansion of the footprint of the building.

Edith Dashanu had concerns over the visual pollution caused by political signs. The Selectmen noted they could not be put up without the consent of the property owner and had to be removed with 10 days of the elections. The issue of whether these signs had to conform to the Town’s zoning standards will be researched.

Signature item was an ‘Intent to Cut’ permit application from Elise Snow for property on Roberts Rd.

The State will be contacted about a FEMA payment.

The Selectmen discussed making an application to the Henney Trust to get the historical. buildings file done by the North Country Council in 1982 on the computer and updated using the property cards. The Planning Board would like to put it on a CD and attach to the Master Plan.

Rick Young mentioned the need to get a land use change tax form out to Eugene Long for land taken out of current use.

The Office of Energy and Planning is requesting an update on the building permit issued for new dwellings in 2008.

Steve Smith had written agreeing with the Selectmen’s letter that the Foss Mt trail should be a local hike and not included in the AMC Trail Guide.

Legislative Bulletin #16 discussed a proposed bill seeking to clarify how members of the Zoning Board of Adjustment are selected.

"Road Business" from the UNH Tech Center discussed the new standards for sign retroreflectivity, as well as the requirements for successful crack sealing of roads.

The Selectmen met with Julia Case from the NH Homeland Security and discussed the requirements for a hazard mitigation plan.

BOARD OF SELECTMEN

April 28, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, April 28th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $7,131.73 for 9 items and the payroll manifest.

The minutes for the meeting of April 21st were accepted as amended.

There was an inquiry about putting an addition to the Tyler property (formerly Prescott - R01-026-000) on Conway Lake. More information on setbacks is required.

The Selectmen signed a land use change tax for Eugene Long on Hatch Hill Rd (R11-002-000) for land taken o ut of current use to build a home.

Rick Young said he had corresponded with Jason Lodge of Hoyle, Tanner and Associates and the start date for the Potter Rd bridge has been changed to May 4th. A form to that effect was signed by the Selectmen and sent to Hoyle, Tanner and Associates and A. J. Coleman, Inc.

Rick Young said he had left a note on the Koche property in Porter requesting a call back concerning repairs that will be made to the Willis Bean Rd this spring.

The Conservation Commission is still trying for an appraisal for the McKenzie property on Foss Mt.

The Department of Health and Human Services had sent a fact sheet with information on the swine influenza virus.

A newsletter from the EPA discussed stormwater strategies.

"Supply Lines" from the Department of Environmental Services dealt with source water protection.

Legislative Bulletin #17 discussed access standards for public buildings.

Minutes for the 2009 Annual Meeting were received from Suzanne Raiche.

The Selectmen signed off on an application to the Henney Historical Fund to preserve the historical buildings in Eaton study carried out in 1982 by the North Country Council.

Susan Brooks signed checks.

Rick Broussard was requesting that the Town identify a particular landmark in Town for a new map in New Hampshire Magazine.

Suzanne Raiche was in attendance.
