BOARD OF SELECTMEN
April 17, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, April 17th , 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:05 p.m. The Board of Selectmen reviewed bills and signed checks. The minutes for the meeting of April 10th were approved as amended. Don Philbrick noted that construction work was going on at the Goodwin property on Rte 153. No permit had been issued. The owner will be contacted. A question was also raised on whether the changes observed ensured that the setback from the Lake were met. Rick Young reviewed the situation with respect to roads. There had been a storm of snow and rain that dumped over 5 inches of rain in short order and this had impacted every road in Town. Several roads were impassable and several homes cut off. The new section of Bush Rd was largely wiped out. Thompson Hill, Youngs Rd, Bush Rd, Glines Hill, Towle Hill Rd and Potter Rd were particularly badly hit. The damage was very extensive. The Office of Emergency Management was requesting input on the amount of damage. The Selectmen estimated about $100,000 exclusive of seasonal roads such as Foss Mt where it was not possible to get to at this time. Rick Young said that David Condoulis had sent an email resigning from the Conservation Commission. Earl Mayhofer has also resigned as a Deputy Forest Fire Warden since he is now working out of State. He returned his equipment. Rick Young said he had spoken with Elwyn Thurston at 5 a.m. this morning about repairing the roads. Elwyn already had six trucks lined up for trucking in gravel to repair the roads. Rick Young said he spent the morning going round the Town taking photographs of the damaged roads. Several roads were now passable. Some issues relating to water run off on Stewart Rd by the Snowvillage Inn were discussed. Lee Stack said he had called a number of people to ensure they were OK and to offer assistance in providing supplies or whatever was needed. Everybody seemed to be coping well and were being patient. Legislative Bulletin # 16 drew attention to HB 792 which may have an unintended consequence of making it more difficult for municipalities to recover costs for damage done to roads caused by other persons. A newsletter from the Department of Revenue Administration dealt with the apprisal process. The Department of Environmental Services has issued permits for construction of septic systems for Jay Dicey on Stewart Rd (Tax Map R12, lot 1 B) and for the Reiblings on Conway Lake (Tax map R1, lot 20). There is a Pandemic Planning Meeting this evening in Conway but no one is available to attend. The Selectmen reviewed, approved and signed a current use application for Peter Rose for property on the Bush Rd.(Tax map R12, lot 1C). The property is 9.5 acres but is contiguous with existing property that is already in current use. Another application for current use requires more information that Don Philbrick will follow up on. The Northern Carroll County District Court sent a check for $250 on behalf of Tom Mahoney, who was ordered by the court to make payment of $25 a month to the Town. It was determine that it would take 88 months for the amount outstanding to be paid off. Mahoney was the contractor who received a down payment of $2,537.50 from the Town in 2002 to purchase materials for the reroofing of Town Hall but he never showed to do any of the work. The Town has been seeking repayment ever since. The amount still owed is $2,255.60 and this is the third visit back to court for non payment. HAVA (Help America Voting Act) requires that the classic wooden handcranked ballot boxes be supplemented by equipment that is handicapped accessible. The program schedule for the Selectpersons Institute was received. The "Town and City" bulletin from the Local Government Center dealt with paper streets and recent court decisions on building on Class VI roads. The Selectmen’s Reports from 1999 and 2000 were distributed summarizing the situation with respect to Fire and Rescue Services and why the service providers had been changed from Conway Village. The Property Liability Trust renewal forms have been received from the Local Government Center and are due May 7th. Mark Griffin and Suzanne Raiche were in attendance.
