BOARD OF SELECTMEN
April 24, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, April 24th , 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. The minutes for the meeting of April 17th were approved as amended. Don Philbrick said he had met with John Edge about his current use application. He picked up a new form at Town Hall and will resubmit. He had noted that Rockhouse Mt Farm had now closed and they will have no need for the parking. There was a discussion on the current use layout but it was unclear how the beach would be proposed. The Selectmen noted that the beach will continue to be used. Rick Young said he had spoken with Elwyn Thurston and Allan Bean. The roads are passable but need 3/4 inch gravel to finish off and that was not initially available because there was no access to the Coleman pit. It did open up on Friday so they have started to resurface the roads. There is a question on whether there will be enough gravel to go around since all the towns got hit. FEMA was in Madison on Saturday and there is enough damage there to meet the minimum level for the whole County to qualify for FEMA assistance. Rick Young said that normally FEMA covers 75%, the State of NH covers 12.5% and the Town picks up the remaining 12.5%. However, it is up to FEMA to determine what they will actually cover. Hazard mitigation was discussed. Rick Young discussed a request to use a rock with a plaque for a headstone in the Snowville Cemtery. The Selectmen noted that "headstone" was not defined in the regulations and they had no problem with a small rock, approximately 15 inches in width, being used as a headstone. Rick Young said he had visited the Reibling property yesterday and all was quiet. The boundary line adjustment had been approved by the Planning Board at their meeting last Wednesday. Rick Young noted that Cove Camp Rd had been hit hard by the storm. Ralph Meade had been in contact with Rick Young over the beach for Camp Waukeela that had washed out during the storm. Rick Young recounted the meetings held last year with Councilor Ray Burton, Camp Waukeela and representatives from the Department of Transportation, Department of Environmental Services, the Conservation Commission, Senator Gregg’s office etc. to try and resolve the flooding problem. The problem appeared, however, to still be the same but there will probably be more meetings. The Department of Environmental Services may say the beach restoration is an emergency. They are also saying the Eaton Conservation Commission is difficult to work with. Paul Hennigan had discussed with Rick Young the difficulty of getting volunteers on boards. He had suggested job descriptions. On the same issue Randy Cooper had, independently, discussed the issue of compensation for board members. Lee Stack said he had been out checking the roads and had spoken with Elwyn Thurston. He also updated the Selectmen on the Planning Board meeting, the Reibling boundary line adjustment and the proposals for the Master Plan. The Reibling plan showed a septic tank already in place. Lee Stack is still calling Time Warner to find out more about expanding the cable system in Town. Don Philbrick said he will miss the next two meetings as he will be in Virginia. The Department of Transportation said that the Potter Rd bridge is on the FY 2009 schedule (July 1st, 2008). The Town may proceed with the design process. Legislative bulletin # 17 discussed SB 88 which is proposing changes in collective bargaining and SB 35 which deals with, in an appropriately timely manner, disaster relief. The total equalized valuation of the Town, according to the Department of Revenue Administration, is $104,215,420. Senator Gregg was offering the assistance of his office as municipalities struggle to respond to the storm of last week. The MS-22, the Report of Appropriations Actually Voted, at the School Meetings was received. The records on spraying of the blueberry fields on Foss Mt were received from Cherryfield Foods. The records indicated that the last spraying was in June 2004. The fields have to be free of spraying for three years if the intent is to go organic. The Department of Health and Human Services had issued a Health Alert on a confirmed case of meningitis. ‘Road Business" from the UNH Tech Center contained an article on street signage and reflectivity.
