TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN
August 4, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, August 4th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $17,598.93 for 18 items. The payroll manifest was also signed. The minutes for the meeting of July 28th were accepted as amended. Rick Young said he had spoken with Elwyn Thurston about garaging the School bus. Elwyn Thurston had suggested putting on an addition at each end of the existing pole barn to house the bus at on end and Highway Department equipment at the other end. Rick Young will try and get a rough estimate for construction costs. There had been a confrontation at the beach over someone (not a resident or taxpayer) fishing in the swim area. Rick Young said the Conservation Commission were still waiting on the appraiser for a value on the McKenzie property on Foss Mt. Julia Chase had been into Town Hall earlier in the day to talk about a hazard mitigation plan. The Selectmen will review the information and application form and discuss again next week. Elizabeth Snow met with the Selectmen and discussed a small lot abutting the corner of her property owned by Heather McKendry. Rick Young said it is a lot of record but the Town was not in a position to know whether it was buildable or not. There had been an accident on Stewart Rd the previous evening and the Sheriff’s Department will be contacted for an accident report. Information on the Town for inclusion in the New Hampshire Community Profiles has been updated and returned to New Hampshire Employment Security. The New Hampshire Department of Transportation has issued a technical bulletin on best management practices for mowing invasive species and preventing spread. Knotweed should not be mowed but cut with a scythe or weed wacker. The Local Government Center in partnership with Municipal Resources Inc. is sponsoring the Local Government Center Academy, a series of training courses for local officials. It will provide a mix of online learning modules plus classroom instruction. The Zoning Board of Adjustment had met last evening to hear an appeal for a special exception but the applicant failed to show. The meeting has been continued to October 5th. TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN August 11, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, August 11th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. George Diller and Nancy Burns met with the Selectmen. George Diller asked whether there were any permit requirements for removing dead trees and trees blown down on his property. The Selectmen indicated there was no permit requirement for that. Sandy Thoms provided an update on the beach and discussed revising the guidelines for beach attendants for next summer. The minutes for the meeting of August 4th were accepted as amended. Rick Young discussed the Hazard Mitigation Plan. The Selectmen agreed to proceed with it. Jane Hubbard and Julia Chase will be contacted for further information and clarification on costs and matching funds. Rick Young noted that there was another plan, the Emergency Operations Plan, that would be needed as a follow up to the Hazard Mitigation Plan. Rick Young reported that the Conservation Commission had received the appraisal for the McKenzie property on Foss Mt and a copy will be sent to Tom Henderson. The Selectmen agreed to placing a sign on Foss Mt indicating, that by vote of the Town many years ago, it is not maintained in the winter beyond the Williams property. Rick Young said the next timber cut on Town lands will begin September 1st. A timber cut application and contract is expected soon from Dan Stepanauskas. Correspondence included notification from FEMA regarding a reclassification for some of the Waukeela properties, details on the Office of Energy and Planning’s fall planning and zoning conference and details of the Municipal Law Lectures from the Local Government Center. Signature item was the contract for fire and rescue services with the Town of Freedom. The Census Bureau was wanting information on the site selected by the Town for monitoring the homeless on March 31st, 2010. Correspondence from CAREPLUS indicated they have just completed the purchase of North Conway Ambulance Service and Valley Transfer of North Conway and wished to be included on the Town’s list of possible providers of ambulance services. Jason and Malcolm Call had indicated they will be interested in doing the certification of property values in 2011. Suzanne Raiche and Jeanne Hartman were in attendance. TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN August 18, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, August 18th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $9,796.59 for 17 items. The payroll manifest was also signed. Sandy Thoms met with the Selectmen to update them on events at the beach. Issues over coverage, problems with checking passes and loose dogs were all discussed. The Selectmen noted it was near the end of the summer season and little point in making changes at this stage. A request to use the beach by a private entity and to have a band play music and to charge or accept donations was unanimously denied by the Board of Selectmen. Sandy Thoms noted the Eaton Day Parade was on September 13th and would go from Ridge Rd to Waukeela. She was soliciting the Selectmen to participate. The minutes for the meeting of August 11th were accepted as amended. Rick Young said that he had emailed Jane Hubbard about the Hazard Mitigation Plan. She is away on vacation until next week. With the appraisal complete, Edith McKenzie has indicated her willingness to move forward on her Foss Mt property. Rick Young said he is waiting to hear back from Tom Henderson and the land trusts. Possible means of financing were discussed. Rick Young noted there are a lot of questions that need answering before any decisions are made. Signature item was an ‘Intent to Cut’ permit application from Dan Stepanauskas for a timber cut on Town lands. It was reviewed, approved and signed by the Board of Selectmen. Also signed was a timber sale contract with Garland Lumber. Steve Larson was in to discuss a building permit he hopes to be filing next week. He has a boundary line adjustment application pending before the Planning Board tomorrow evening. If approved, he will be submitting a building permit application to construct a new workshop. The Department of Environmental Services has issued a permit for operation of a septic system for John Dacey for property located on Stewart Rd 9 (R12-001-00B). The Department of Environmental Services also issued a revised permit for construction of a septic system for Greg Grinnell for property located on Thurston Pond Rd (R04-011-00N). Carol Mayhofer signed checks. The Local Government Center has distributed copies of the calender of important dates for next year. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN August 25, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, August 25th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The minutes for the meeting of August 18th were accepted as distributed. Rick Young said he had heard from Candace Maher about the Eaton Parade on September 13th. A group of 5 - 10 people are organizing it. They would like to use the Town Hall basement on September 5th and 12th if it rains. The Selectmen agreed provided no children were allowed upstairs without supervision. Rick Young said he had received a copy of the change order for the Potter Rd Bridge from Jason Lodge of Hoyle, Tanner and Associates. The Selectmen agreed with the engineer’s recommendation and Rick Young signed the order. Rick Young said he had questioned Jason Lodge about the timetable for completion of the bridge given the delays encountered in the spring. Jason Lodge had indicated that the bridge should be completed by October 1st and clean up by the 15th. Rick Young and Aaron Blake had laid out two cemetery plots last Friday. The Selectmen agreed that all the cemetery plots should be monumented and costs met, in part, by increasing the cost of purchasing a cemetery plot. Aaron Blake had checked the payroll sheets for the beach guards last week and found one of them had been overpaid by 4.5hrs. Rick Young said he had not yet heard from Jane Hubbard regarding the Hazard Mitigation Plan. Tom Henderson is working on a package for the McKenzie property. Don Philbrick said that the number of Eaton children in the School system this year is 34. Steve Larson filed a building permit application for a 36' x 45' barn with a 16' x 41' shed attached for property located of Thurston Pond Rd (R04-011-00C). Last Wednesday, the Planning Board had approved the boundary line adjustment necessary so the building could meet the zoning setbacks. It was understood that the building was not be to used as a dwelling or for accommodation. The application was reviewed approved and signed by the Board of Selectmen (Building permit #2906) The filing fee of $194.80 was paid by check. Heather McKendry came in to discuss property she owns on Brownfield Rd (U02-018-000). The property is 0.23 acres and is a lot of record. It was valued at $16,740 during the initial revaluation in 2006. Heather McKendry then filed an abatement request and the valuation was lowered to $8,370 on the grounds the lot was probably not buildable. Heather McKendry was now requesting that the value on the tax card be returned to the original $16,740. She said she was interested in selling the lot and felt that the current value on the tax card was misleading. The Selectmen noted that the current market value may not be related to the value on the tax card and that any application for a readjustment in value would have to wait until after the second tax billing in December. They also noted that The Town was not in a position to determine if the lot was or was not buildable. That would be up to the owner to establish. David Sorensen, Chairman of the Carroll County Commissioners, gave a presentation on the proposed new Nursing Home. He explained the layout of the facility saying there would be 101 single rooms each with their own bath. Every effort is being made to go green. The cost is $23.5M, a request for bids is to be put out in January with groundbreaking in the spring of 2010. Completion is expected no later than fall in 2011. Details of the construction were discussed. Steve Larson suggested geothermal should be explored for heating and spray foam for insulation. The Selectmen expressed support for the project and wondered about filing for a reservation. Rick Young noted that some of the exterior lights on the Town Hall were on all the time and another went on and off in what appeared to be a random pattern. Bob MacDonald will be contacted for help. The final Legislative Bulletin #24 summarized the law changes that had occurred during the last session of the State Legislature. The Public Works Association has put together a manual of standard operating procedures for Public Works Departments. The Department of Health and Human Services has issued an update on tests results for west nile virus and eastern equine encephalitis. The latter has been detected in an alpaca and in mosquito pools in Candia and Manchester. The New Hampshire Department of Emergency Management has responded to an inquiry about the 2007 FEMA flood that the Town is to be reimbursed $38,849.14 subject to approval by the Executive Council.
