BOARD OF SELECTMEN
August 14, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, August 14th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. Prior to the meeting there was a brief ceremony outside Town Hall to raise the new flag donated by Nancy Worcester. The minutes for the meeting of August 7th were accepted as amended. Don Philbrick said that he had spoken with Sandy Toms about a couple of issues at the beach. He had also spoken with Dave Weathers, who indicated all was going well with the fire pond construction. Later in the meeting Richard Heath Jr, came in and signed the easement agreement with the Town for access and management of the fire pond on his property. Julia Chase from Emergency Management came and discussed the emergency operations plan for the Town. There is a standard template that has to be followed and she had used it in putting an initial draft of the Town’s plan together. The plan needs to be reviewed and tailored to the specific needs and conditions of the Town. A hazard mitigation plan is also needed if the Town is to get federal mitigation funds. Julia Chase asked if Eaton might want to tail coat on the plans for Conway or Freedom. The Selectmen said they would like a plan independent of the other towns. Julia Chase said that Effingham was just completing their plan and she will get a copy to the Town when it is available. Rick Young said he had spoken with Dave Weathers about the fire pond. All is well at this point. Lee Stack said he had received an email from Time Warner and a copy of the cable televison contract with the Town. He noted there was an option in the contract for allowing for greater monthly payments from participants if the density per mile was less than that required in the contract. Lee Stack discussed the various pricing options. Don Philbrick said one problem down the road was that the switch over from analog to digital in 2009 may deprive some homeowners of any television reception at all. Lee Stack said he had had no response from Verizon. He also discussed sending out a questionnaire. A request from the New Hampshire Fish & Game Department to hold informational meetings at Town Hall on their plans to provide public access to Purity Lake was reviewed. They requested some time between August 27th and 30th. The Department was seeking only "informational" meetings, one in the morning and the other in the evening where staff would meet with residents on a one on one basis. The Selectmen felt this was a way to dilute vigorous discussion on a controversial issue. Rick Young reviewed the previous meeting with the Department in 1999 and the sentiments that had been expressed at the time. Lee Stack said he had spoken with Richard Tichko, to whom he was related, and got the impression the opposition was only from Purity Springs. Rick Young said that was untrue and that no one had been in support of it. The minutes for the Annual Meeting in 1999 were reviewed. Those present had voted unanimously against the Fish & Game Department proposal. The Selectmen agreed to require the Fish & Game Department to hold the evening meeting on August 30th as a Public Hearing to ensure everybody get the same story from the State and be able to hear everybody else’s concerns. The Selectmen reviewed, approved and signed a letter to that effect. Carol Mayhofer met with the Selectmen and updated them on a range of issues. A building permit application has been filed by Joel Wasserman and Fran Paccioretti for a new house on Bean Rd (Tax map R10, lot 10). It was reviewed, approved and signed by the Board of Selectmen (Building permit # 2715). An application for a driveway permit was filed by Kim Silva for property on Bull Pasture Rd (Tax Map R10, lot 35B). It will be referred to Elwyn Thurston for review and comment. The Department of Revenue Administration is holding a miniworkshop on exemptions and credits for property tax relief in Albany on October 17th from 9 - 12 noon. There is a New Hampshire Emergency Preparedness Conference on September 22nd in Concord. Mark Griffin and Suzanne Raiche were in attendance.
