BOARD OF SELECTMEN
August 28, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, August 28th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. George and Victoria Murphy met with the Selectmen to discuss the conditions of a detention pond to the east of their property on Stewart Rd. The pond is now filled with sand and gravel from run off from the road and has an island in the middle of it. George Murphy provided background information on the recent history of the pond and previous discussions with Town officials. Four catch basins associated with the run off from the road have filled in quickly. George Murphy said the rip rap channeling the run off needed to be moved further up the road. Recent work done by the Highway Department was a step in the right direction to reducing the runoff into the pond. The Murphy’s said the catch basins needed to be cleaned out regularly and the pond needs dredging. The Selectmen will review the situation and the Murphy’s were advised to contact the New Hampshire Department of Environmental Services to determine what kind of permit is required for dredging the pond. Kenneth McKenzie submitted a letter of resignation from the Conservation Commission because of his ongoing litigation with the Town. He said that he had reviewed the recently adopted revised Rules of Procedure for the Zoning Board of Adjustment and felt part of his settlement proposal had been rejected outright. He maintained the rules violated fundamental fairness and basic due process Phil Steele from Camp Waukeela was in to update the Selectmen on issues affecting the camp. He said he will be applying for a permit to replenish the beach sand that was lost during the April storm. He said the new asphalt on the Brownfield Rd had raised the road and together with the gravel berm had reduced the beach erosion. The Selectmen noted that the Department of Transportation officials had said it was a quick fix for this year but it was not known what they were considering for next year. The fence had also increased the safety for crossing the road. Phil Steels said the riding paddock also needed new sand and he will try and combine the two applications into one. On the beaver issue, Rick Young said he had been in contact with the New Hampshire Beavertrappers Association and had the names of three local individuals who may be interested in trapping the beaver. Two property owners, Bud Nelson and Richard and Sara Mayo, had no objection to trapping the beavers. However, it is also necessary to blow the beaver dams and these property owners are now being contacted for their approval. Rick Young said the best time to do the project will be around November. The minutes for the meeting of August 21st were accepted as read. The lightening storm over the weekend had set off the alarm in Town Hall. The call list needs to be revised. Rick Young said that a meeting of the Bridge Committee with Matt Lowe of Hoyle, Tanner and Associates is scheduled for Wednesday, September 5th at 4 p.m. in Town Hall. Notices have been posted and members of the Committee have been contacted. Rick Young said he had spoken with Frank Holmes and Adam Nelson about joining the Planning Board and had received positive feedback. Subsequently, Adam Nelson came in, reiterated his interest and was sworn in by Mark Griffin. Fred Goss had reimbursed the Town $900 for an error in the amount he had been paid for roadside mowing. Lee Stack said he was still waiting for feedback on his cable proposal for residents of Lary Rd. When the information is complete, he will contact with Time Warner. The New Hampshire Fish & Game Department is holding information hearings on Thursday, August 30th in the Town Hall from 3 to 4:30 p.m. and 6:30 to 8 p.m. Comments in writing will be received by the Department up to September 14th. Don Philbrick said the ribbon cutting ceremony for the new Kennett High School was a very nice occasion. Bridget Pliskin inquired about permit requirements. FEMA has submitted a payment of $60,662.97 to complete their obligations for the April storm. No significant levels of E. coli were found in the Crystal Lake beach area during the last round of testing by the State Department of Environmental Services. Public Hearings will be held around the State on the revised 10 year Transportation Improvement Plan. At risk is the Conway bypass. The Department of Revenue Administration is holding a workshop on the regulation and taxation of earth excavations on October 9th in Walpole. Shari Colby of the Division of Parks and Recreation will be conducting an inspection of projects in the Town that had received funds from the Land and Water Conservation Fund. Howard Dearborn from Fryeburg had written a lengthy letter with concerns about Poland Springs siphoning water off from the Saco River. Mark Griffin and Suzanne Raiche were in attendance.
