BOARD OF SELECTMEN

August 7, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, August 7th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m.

The Board of Selectmen reviewed bills and signed checks.

Nancy Worcester met with the Selectmen and presented a new flag for the new flag pole that has just been installed. A flag raising ceremony will be held next week at 6:45 p.m.

Don Philbrick said that Sandy Thoms and Debbie Callis were doing a good job at the Beach.

Rick Young said he had met with Elwyn Thurston and looked at the drainage on Bush Rd. The preferred solution for the project was to replace the two proposed 24" culverts with a 36" x 48' squashed culvert that had already been purchased by the Town. Two additional 24" culverts will be installed further up the road. Rick Young will proceed with the permit application for the Department of Environmental Services.

Rick Young said he had met with Dave Weathers and reviewed the Heath site for the fire pond. Some work has already been done that is not in compliance with the permit. The Selectmen reviewed and approved a letter to Richard Heath, Jr. stressing the need to comply with the conditions of the permit issued to the Town, noting the appointment of Dave Weathers as the Town’s agent for surveying and monitoring construction and requiring that 7 days notice be given to Dave Weathers before any construction is undertaken. Enclosed with the letter was a proposed easement for accessing and maintaining the fire pond and a stipulation it could be used for training purposes.

Rick Young and Don Philbrick had both spoken with Phil and Tyler Haynes about the beach attendant responsibilities.

Lee Stack said he had spoken with Judy Fowler about the dead tree at the Beach and she said that Harry Fowler appreciated being asked before it was taken down.

Lee Stack distributed a draft of a proposed questionnaire that will be distributed to residents for input about extending cable and broadband access to parts of Town that have neither. He said he will be trying to get more details on procedures and installation costs from Time Warner and Verizon.

Sandy Thoms met with the Selectmen and discussed her experiences at the Beach. Rick Young explained the process for issuing beach stickers and guest passes and noted the procedures seemed to have fallen down in the last couple of years. There was agreement that the process would be reviewed and tightened up before the start of next year’s beach season.

Susan Brooks signed checks.

The Moultonboro Selectmen had written inquiring about support for their proposal to advocate that the Carroll County Registry of Deeds go online. They noted that eight out of ten counties in New Hampshire were already on line. Jason Call, the Town Assessor, had seen the letter and written urging the Selectmen to support the proposals saying it would save time and money if the property title deeds and related information were available on line. The Selectmen agreed to send a letter to the Moultonboro Selectmen supporting the proposal.

David Sorenson filed a building permit application for a garage (28' x 24') and a breezeway (10' x 16') for property on the Old Portland Rd (Tax map R11, lot 30). It was reviewed, approved and signed by the Board of Selectmen (Building permit # 2714). The fee of $19.36 was paid by check.

The Selectmen discussed setting up a meeting of the Bridge Committee. Rick Young will contact Matt Low of Hoyle, Tanner and Associates to see if he can make a meeting on Friday, August 17th.

The Calls had been in earlier in the day updating the property tax records.

Gary Karp from the Department of Revenue Administration visited Town Hall. There is a workshop on property tax exemptions to be held in Albany sometime in October. He inquired whether the Selectmen needed to meet with him over the final property valuation report. They saw no reason to at this time. The Selectmen are expected to send a response to the Department of Revenue Administration before it is finalized.

Signature item was a letter to Tyler Haynes bringing closure to his employment as a beach attendant.

Plans for a new house for the Wassermann property on Bean Rd were received but no building permit application. The owners will be contacted.

Mark Griffin and Suzanne Raiche were in attendance.
