BOARD OF SELECTMEN

December 2, 2008

The regular meeting of the Board of Selectmen took place on Tuesday, December 2nd, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

Vince Vaccaro met with the Board of Selectmen to discuss the King Pine Triathlon scheduled to take place on May 31st, 2009. He was seeking permission from all affected authorities to hold the event. The swimming section will be in Purity Lake and the bicycling section will be on King Pine property. The running portion will involve Rte 153 and go through Woodland Acres and back to Purity Springs. The Selectmen had no objections and Rick Young signed off on the event. Vince Vaccaro said he would send copies of the approvals when all signatures have been obtained.

The minutes for the meeting of November 25th were accepted as amended.

Rick Young said the work for all the FEMA projects has been done. He had spoken with Elwyn Thurston about the Cooper driveway and he will look at it the next time he has equipment in the area.

The Selectmen discussed an inquiry from Victoria Murphy about the situation with respect to a pine tree. The Selectmen said they had agreed only to taking debris out of the pond. As yet no permit has been issued to do the work.

Betsy Edge filed a building permit application to install a cricket on her house and an overhang for the garage for her property on Rte 153 (Tax map U1, lot 12) The previous evening, the Zoning Board of Adjustment had determined they did not feel a special exception or variance was required for the cricket and had approved a special exception for the overhang. They had not dealt with two other overhangs on the house partly because of some uncertainty on interpreting the Town Zoning Ordinance and also because the structure falls within the jurisdiction of the New Hampshire Comprehensive Shoreland Protection Act. The building permit application was reviewed, approved and signed by the Board of Selectmen (Building permit #2829). The fee of $5 was paid in cash.

The budget was reviewed. Three line items; highway, financial administration and elections were either overspent or projected to be overspent by the end of the year but overall, expenditures should be within budget.

The Town was notified of an application for a cell tower in the Wakefield.

The latest check for the timber cut on Town lands was for $5,374.83 from Dan Stepanauskas.

The Department of Environmental Services has issued approval for a timber cut for the Dow property (Tax map R5, lot 28) on Rte 153.

The Local Government Center has issued a book containing the summaries of the New Hampshire Supreme court cases affecting municipalities within the last year.

The Department of Transportation has notified the Town that the Highway Block Grant for 2009 will $37,244.76.

The proposed budget for Carroll County was reviewed. It is up over $2 million from last year.

The US Census Bureau would like any boundary revisions to be submitted by March 31st, 2009.

BOARD OF SELECTMEN

December 9, 2008

The regular meeting of the Board of Selectmen took place on Tuesday, December 9th, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $17,160.56 for 20 items.

Christopher Carlson filed a building permit application on behalf of John Dacey for a new house on Stewart Rd (Tax map R12, lot 1B). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2827). The fee of $170.70 was paid by check.

The minutes of the meeting of December 2nd were accepted as amended.

Rick Young said the Conservation Commission had met the previous evening. The timber cut has generated $14,500 so far. Paul Savchick had discussed the conservation components of the Master Plan and assignments had been agreed upon. Written sections will be produced by the next meeting in January. Because of the early winter, the mowing up on Foss Mt was in doubt. The road damage done on the road down to Porter and by the Koch’s has not yet been repaired. Rick Young said he would look into it.

Rick Young said he has spoken with FEMA and indicated the work from last year’s storm has been completed.

Susan Brooks signed checks.

A provisional estimate of the taxes from the Department of Revenue Administration was reviewed.

Tom Stryker, representing Elaine Klose, filed a building permit application for property on

Birch Hill Rd (Tax map R10, lot 23A). He had monumented the area not in current use and supplied a map with the measurements. The proposed changes to the existing structure and the addition all fit within the 1.28 acres. The Board of Selectmen reviewed, approved and signed the application (Building permit #2828). The fee of $111.60 was paid by check.

According to Dan Stepanauskas, the Town Forester, the mst recent payment on the latest timber cut generated $3,481.29.

The Local Government Center is holding a leadership certification program in January 2009.

PSNH provided a lengthy explanation behind their proposed increase in costs.

Jason Call has updated the property database. He estimated the value of land taken out of current use for the Long property to be $70,000.

The Granite State Landscape Architects are encouraging planning boards to adopt landscaping standards and require sign off by licensed landscape architects.

BOARD OF SELECTMEN

December 16, 2008

The regular meeting of the Board of Selectmen took place on Tuesday, December 16th, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The minutes of the meeting of December 9th were accepted as amended.

Rick Young said he had received several complaints about the tax bills being late. Suzanne Raiche later indicated they should be out this week.

Sandy Thoms and Bill Thoms met with the Selectmen. Sandy Thoms produced a document stating they had the power of attorney for property owned by Pauline Thoms. This property is the subject of a boundary line adjustment application that has been filed with the Planning Board. Sandy Thoms said there had been some misunderstanding over the application and it was going to be withdrawn. The Selectmen noted it was a Planning Board issue.

The tax rate has been set at $11.34 with the municipal portion being $4.35, the local school rate at $4.05, the State education tax at $2.06 and the county at $0.88.

Aaron Blake reviewed the proposal for the Planning Board permitting accessory structures in the absence of a residence. The Selectmen were supportive of the change.

The Selectmen voted unanimously to encumber $10,000 remaining from Article 5 (Foss Mt) in 2008 and $12,840 from Articles 4 (Old Carriage Rd etc) and $3,000 from Article 6 (radios) from 2007.

Carol Mayhofer said the Hazard Mitigation Committee had held their inaugural meeting the previous evening. They will be developing a hazard mitigation plan that once approved by the State would enable the Town to qualify for mitigation funds. The Committee will be meeting again in January and expect to have something to present to the Annual Meeting.

The Selectmen signed the tax warrant for $1,208,154.00.

Eugene Long inquired about permit requirements.

The Selectmen reviewed the Tatler for inclusion with the tax bills.

The New Hampshire State Police are increasing their fees for background checks.

The Department of Environmental Services issued an approval for a timber cut for Carrie Castonguay off Ridge Rd.

The Department of Health and Human Services is proposing a regional approach to public health and were seeking input on a survey.

New Hampshire Homeland Security and Emergency Management issued many bulletins during the recent storm. PSNH did the same as they updated the number of poewr outages.

A check for $1,908.00 was received from the State for Revenue Sharing.

The Department of Revenue Administration is holding a workshop on warrant construction for annual meetings on January 6th in Concord.

The latest payment from Dan Stepanauskas for the timber cut on Town lands was for $491.02.

The Local Government Center is holding risk and health management workshops monthly through April of next year.

The will be no meeting on December 23rd.

BOARD OF SELECTMEN

December 30, 2008

The regular meeting of the Board of Selectmen took place on Tuesday, December 30th, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The minutes of the meeting of December 16th were accepted as distributed. There was no meeting on December 23rd.

Rick Young said that Dick Fortin had spoken with him and indicated he was not a member of the Hazard Mitigation Committee as reported in the Tatler.

The Board of Selectmen discussed moving the payroll to an outside agency. They reviewed costs provided by In Addition in Conway. They would take care of all payroll tax deposits, IRS and State tax reporting requirements and end of year W2's. They will carry the cost of any errors. They have over 70 clients and have been in business for 12 years. They can do direct deposit or by check as individuals request. Costs are estimated at less than $1,000 per year. After further discussion, Don Philbrick made a motion, seconded by Aaron Blake, to contract with In Addition for payroll services. The motion carried unanimously.

A budget print out was reviewed. The Town should end the year just under budget but some line items will be overdrawn.

Primex is offering a 5% multiyear discount extension for Workers Compensation Coverage through 2012.

New Hampshire Employment Security would like an update on the community profile for Eaton.

The New Hampshire Municipal Association has issued an Action Bulletin concerning proposed changes in the forestland assessment ranges by the Current Use Board. The Public Hearing is in Concord on January 12th. The Current Use Board is also proposing to bring their regulations into line with a recent court decision that for a subdivision, the land use change tax becomes due for the entire parcel whenever road construction or development commences.

The Selectmen agreed not to join the North Country Council.

A check for $19,002.20 was received from the State of New Hampshire for the Room and Room tax for 2008.

The Local Government Center supplied information on GASB 45. It relates to the accounting and reporting requirements for post-employment benefits other than pensions.

The newspaper advertisement for replacing the Potter Rd bridge should be in the Union Leader on Sunday. The prebid meeting will be on January 20th at the Town Hall at 11 a.m. Bid deadline is February 2nd.

David Pandora had submitted inspection reports for the Perk property on Brownfield Rd (R11, lot 21), Joel Wasserman and Frances Paccioretti on Bean Rd (R10, lot 9), and Adam Nelson on Rte 153 (R3, lot 25C). He recommended the issuance of an occupancy permit in all three cases. The Board of Selectmen signed occupancy permits for all three properties.

The Local Government Center drew attention to the New Hampshire Public Radio’s Public Insight Network which is an effort to promote public awareness and increase participation in town meetings.
