BOARD OF SELECTMEN
December 1, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, December 1, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m. The Board of Selectmen signed the tax warrant for Suzanne Raiche. The minutes for the meeting of November 24th were accepted as amended. The Hazard Mitigation Plan meeting is scheduled for tomorrow, Wednesday, December 2nd at 10 a.m. The minutes have been mailed out. Rick Young said the Upper Saco Valley Land Trust had signed a purchase and sale agreement with Ethel McKenzie. Rick Young said he had met with Arthur Battles about the pole barn issues that needed to be corrected. Some of them had been done but some still remained. Aaron Blake also had some continuing concerns. Rick Young will speak with Arthur Battles again. Rick Young had met with Elwyn Thurston and discussed electrical needs for the pole barn and the extension. These include additional lights and engine block heaters. Not much is known about the existing situation but it is thought that a connection runs underground from the Garage. The Selectmen discussed appropriating $5,000 to $7,000 for aerial mapping of the Town in next year’s budget. Notices for the Public Hearing on the Flood Plain Ordinance have been posted. Signature item was a grant application for funding the writing of the Hazard Mitigation Plan. The Conway Planning Board has an application for a cell tower in Redstone and had notified the Town as a project of regional impact. Signature items were letters to Governor John Lynch and Dale Kierstead of the Department of Environmental Services with a vigorous protest about the difficulty of getting new sand for the beach. The proposed budget for Carroll County was received and distributed. The amount is very similar to last year. A newsletter was received from the White Mt Community Health Center. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN December 2, 2009 The Board of Selectmen met on Tuesday, December 2, 2009 at the Evans Memorial Building to discuss the Hazard Mitigation Plan. Present were Rick Young, Larry Nash, Paul Hennigan, Jane Gray, Elwyn Thurston, Fred Goss and Kenneth McKenzie. Also present were Jane Hubbard of Hubbard Consulting and Bonnie Lockwood of McGrew Management Services who are facilitating the plan. The meeting was called to order at 10:00 a.m. Summary sheets of the last meeting’s determinations on natural and human hazards were distributed. Critical facilities and assets were identified and discussed. Primary emphasis was on Town Hall and the Highway Department. The vulnerability of these facilities was then assessed. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN December 8, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, December 8th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The Board of Selectmen reviewed checks and signed the accounts payable manifest for $10,620.25 for 19 items. The payroll manifest was also signed. The minutes for the meeting of December 1st were accepted as distributed. Rick Young recounted his meetings with Arthur Battles and the pole barn extension. The project is now complete. Rick Young said that the electrical supply for the pole barn and its new extension needs updating. The Selectmen agreed it should be brought up to code. Bob MacDonald will do the work. Buried conduit needs to run from the Highway Garage to the pole barn and additional lights and engine block heaters will be added. Rick Young said he had spoken with Jane Gray. A new bus is in the works for the School District but because of EPA regulations it will be cost more than the original estimates. Jane Hubbard led the last meeting on the Hazard Mitigation Plan. There had been a good turn out. Critical facilities and assessment vulnerability had been addressed. The next meeting is on December 16th and there will be at least one meeting after that. Aaron Blake said some of the redundant signs at the beach had been removed. Rick Young provided background information on the aerial mapping project between the New Hampshire Department of Transportation and the US Geological Survey to acquire high resolution aerial photography of the entire state. Data will be collected in the spring of 2010. Even higher resolution (6 pixel) maps be obtained by municipalities for a buy up fee. For Eaton the cost is estimated to be between $5,000 and $7,500. Rick Young suggested the Town should budget for the buy up option for next year. The application for the Hazard Mitigation Plan funding grant has been sent off to the State. An approval for construction of a septic system for the Berger property (R09-010-000) on Stewart Rd has been issued by the Department of Environmental Services. NH Executive Councillor Ray Burton had sent through his annual message and contact information. The Carroll County Collaborative announced Action Teams to cover those issues they have determined to be important. These include childhood readiness (pre-K to Grade 3), aligning education for careers (grades 4-12), balancing economic development and environmental sustainability, self sufficiency and health and wellness. Carol Mayhofer signed checks. Notice was received from the Town of Conway on a Public Hearing to discuss changes to the solid waste disposal ordinance. It was held earlier in the day. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN December 15, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, December 15th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m. The minutes for the meeting of December 8th were accepted as amended. Thaire Bryant inquired about permit requirements. The Selectmen reviewed David Pandora’s inspection report for the Dacey property. Based on his recommendation, the Selectmen signed an occupancy permit (#2906) for the property located on Stewart Rd (R12-001-00J). "Intent to Cut" permits were signed for David Lovequist (R07-019-00A) on Willis Bean Rd and John and Eleanor Border (R11-011-000) on Hatch Hill Rd. Rick Young reported on the Conservation Commission meeting the previous evening. The Upper Saco Valley Land Trust has signed a purchase and sale agreement with Ethel McKenzie to purchase her two properties on Foss Mt. Eventually, the Upper Saco Valley Land Trust may donate the properties to the Town. The Commission had reviewed a proposed press release. The total price is $337,400 which includes $17,400 of survey fees, legal fees, appraisal review, etc. The property consists of two parcels (R08-009-000 and R08-010-000) totaling 99 acres. The closing is scheduled for February and the Upper Saco Valley Land Trust is organizing a campaign to raise the necessary funds. The Commission had discussed a contribution of $50,000 from the Capital Reserve Fund for land purchase and development. This Capital Reserve Fund is funded through the Land Use Change Tax. Presumably, any contribution from the Town would be conditioned upon transfer of title to the Town. The Conservation Commission had discussed having Ryan Bushnell apply for a grant to deal with the bluegrass which is prolific and invasive among the blueberries. They had also agreed that they would try and resolve some of the issues with the Town Forester by working more closely with him. Aaron Blake said that Bud Nelson would like the ownership of his properties corrected on his tax bill. It will be referred to the assessor. The Highway Block Grant for 2010 will be $39,068.83 ($37,244.76 in 2009). The Town of Sandwich is holding a Public Hearing on an application for a wireless communications facility. Children Unlimited will be requesting $750 at the Annual Meeting. New Hampshire has adopted the International Energy Conservation Code. It applies to all new construction and additions and specifies insulation and energy conservation standards. The Selectmen declined the North Country Council’s invoice for annual dues. The Department of Revenue Administration is holding a warrant article and budget workshop in Concord on January 13th. David Gerling met with the Selectmen with concerns about activities on his boundary line with the Snowville Cemetery. The Selectmen explained that Thorne Surveys were in the process of monumenting the grave sites in the cemetery. "Road Business" from UNH discussed Best Management Practices for managing invasive species and salt usage in winter operations "Municipalis" a newsletter from Donahue, Tucker and Chiandella,PLLC, drew attention to the new deadlines imposed by the FCC for pending and future wireless facility applications.
