BOARD OF SELECTMEN
December 11, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, December 11th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $29,081.13 for 23 items. The minutes for the meeting of December 4th were approved as corrected. The Selectmen signed the property tax warrant. The amount of tax due for the second billing is $591,241.52. The tax bills should be out this week. Don Philbrick asked Mark Griffin if he would include the Selectmen’s letter soliciting interest in broadband access for the internet with the tax bill. He said he would. Rick Young said he had been working with Charlie Gibbs of the Department of Transportation on a beaver issue on the Brownfield Rd. The Conservation Commission had met the previous evening, They had authorized two expenditures for work done by Stewart Heath on the Willis Bean Rd. More details are being sought on another bill from Dan Stepanauskas. Rick Young said that Dick Fortin had met with the Commission and said he was looking for volunteers to help delineate and map all the wetlands in Town leading to an identification of the prime wetlands. The Conservation Commission would like to see a prescribed burn of some of the blueberry fields next spring. They are also looking to get an estimate from a contractor (Brown) to do mowing on Foss Mt with a view to a possible warrant article for next year’s Town Meeting. Ryan Bushnell and Arthur Harvey had been working together on maintaining the 16 acres of blueberry fields under contract with the Town. Ryan Bushnell will be invited to the Selectmen’s meeting to sign the contract for his acreage. Rick Young said that Paul Hennigan had heard about the Lakes Lay Monitoring program on Winnipesaukee. Eaton has been running the program for many years on Crystal Lake. Rick Young said that Kenneth McKenzie had attended the Conservation Commission meeting and expressed frustration at minutes and other information not being easily available. Commission members had noted they were all volunteers. Lee Stack reviewed the form to be attached to the Selectmen’s letter seeking the extent of interest in broadband access for the internet. The Selectmen agreed to send a letter to a property owner about building without a permit. Lee Stack reviewed the original contract for cable television. He noted that even in that contract the basic density requirement was 15 houses per mile with a minimum of 10 paying customers. Larry Nash met with the Selectmen. He said he will be extending the overhang of the entrance for the handicapped access door to match the side he has already done. Lee Stack noted that the percentage rate charged to the Town for recreation and for solid waste services in Conway (5.65%) was the same but the usage in terms of numbers of people involved was very different. It was also noted that Albany pays a similar amount to Eaton with over twice the population. Rick Young said the Selectmen had protested the way the Town’s contribution was calculated from the very beginning but to no avail. The Conway Village District tried to charge the same way but the Town went looking elsewhere for services. Albany currently pays approximately $80,000 for fire and rescue services from Conway. Lee Stack said he was compiling information on the comparative costs and levels of service for fire and ambulance services. The Selectmen will not be meeting on December 25th or January 1st, 2008. Primary election day is January 8th. The Selectmen discussed doing paychecks over the holiday period. The Department of Transportation has submitted their report on their biennial inspection of the Town bridges. Carol Mayhofer signed checks. Kenneth McKenzie had been into Town Hall earlier in the day and protested the change in accessing records. Correspondence was received from the Local Government Center on boiler inspections and civil union legislation. The Eastern Slope Airport Authority, the White Mountain Community Center and the North Country Transit had submitted requests for Town appropriations. The Selectmen noted that Eaton was not listed on the proposed routes for the North Country Transit. The 911 program has issued a newsletter with information on training and mapping updates.
