BOARD OF SELECTMEN
December 4, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, December 4th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. Nancy Worcester inquired about permit requirements. The minutes for the meeting of November 27th were approved as amended. Bobby Haynes picked up an application form for a boundary line adjustment. Don Philbrick said he and Pat Philbrick had monitored the School bus stop at the Eaton Village Preservation Society and found it chaotic. They suggested moving the stop to the Beach area to improve the safety and reduce the congestion. The School Board will be considering the suggestion at their next meeting. The Selectmen supported the change. Don Philbrick said he had spoken with John Hartman about the proposal and he also supported it. Rick Young said that he had corresponded with Matt Low of Hoyle, Tanner and Associates about the Potter Rd bridge. Matt Low had recommended holding off on any easement discussion until a plan has been suggested. He has set a date of December 14th for submitting proposals. Lots of additional electrical outlets have been installed in the basement by Robert MacDonald Inc. in time for the Christmas Craft Fair. Rick Young said that Larry Nash has extended the lateral overhang for the entrance ramp to reduce the icing. He will also extend the other side to match. Reshingling of the entrance overhang will be done in the spring. Rick Young said the Board needed to consider redoing the vinyl siding of Town Hall and including it in the budget. He said the vinyl is old and brittle and water is getting behind it. Lee Stack said he had looked at the squashed culverts on the Bush Rd and also looked at property on the Stewart Rd where there appears to be construction without a permit. The files will be checked for compliance and a letter sent. Also discussed was another property on Brownfield Rd where construction is taking place without a permit. A letter to the owner was drafted and signed by the Selectmen requesting immediate submission of a building permit application. An issue over paying a bill will be referred to the attorney. The Selectmen signed a refund check for overpayment for copies of tax cards. The Selectmen signed a letter to be sent to all property owners seeking to gauge the extent of interest in broadband access. Gary Karp from the Department of Revenue Administration was in earlier in the day and discussed an incident in the Town of Exeter where a property owner had filed an action against the town assessor for trespassing on his property. The Department of Revenue Administration is working on a solution. The Carroll County Delegation is holding a Public Hearing on the budget on December 10th in Ossipee. The Department of Revenue Administration has set the tax rate at $10.39 / $1,000 valuation. The Town tax rate is $3.68, the local school is $4.05, the State school rate is $1.90 and the County is $0.76. The total tax rate is up 54 cents over last year. The Department of Revenue Administration approved the emergency appropriation for the April flood. They have revised the MS-5 form but the details have yet been received. They also recommend a CPA do the audit. Primex has estimated that the unemployment compensation coverage will increase from $68 to $80 next year. The New Hampshire Department of Transportation announced grant wards for the Safe Routes to Schools program. The Department of Transportation was also updating the fuel distribution customer information. The Selectmen noted it is no longer used by the Town.
