BOARD OF SELECTMEN
February 12, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, February 12th, 2008 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:05 p.m. The minutes for the meeting of February 5th were accepted as amended,. Don Philbrick discussed clearing the snow from the Town Hall roof. There was concern that it may do no more harm than good and so the Selectmen decided to leave it alone. Rick Young said the Conservation Commission met the previous evening and had discussed clearing up the top of Foss Mt using mechanical means. They estimate about $8,000 to do about 10 acres. The Conservation Commission will get $10,000 from the Henney Conservation Fund for the bridges on the Willis Bean Rd. The Conservation Commission had also discussed Tin Mountain Summer Scholarships for children. Phillip and Amy Morin had filed a building permit application for a retaining wall for their property on Stewart Rd (Tax map R9, lot 8A). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2724). The fee of $5 was paid by check. Whit Whitman has filed an appeal with the Zoning Board of Adjustment over a new deck that does not meet setbacks. The Selectmen agreed to get bids for heating oil and diesel for next winter. Lee Stack has corresponded with Alan Gupont of FairPoint Communications over DSL connections. They are expecting to provide broadband access to 75% of their customers within 18 months. Jane Gray discussed the School Budget. A new line item of $5,000 has been added for School Board contingencies. The number of students is down and the operating budget is down 16%. However, there is no surplus this year so there will be a 29 cent increase in the tax rate. Legislative Bulletin #8 was distributed. The main focus continues to be on collective bargaining and the State Retirement System. Changes to the Right to Know law are also advancing. Under discussion are changes to setbacks from wetlands for septic systems and expanding wetlands review. The Office of Energy and Planning is accepting applications for Housing and Conservation Planning Program Grants. The Selectmen reviewed the budget hearing last week and increased the proposed appropriation for the Highway Department to $160,000. Copies of the proposed warrant were reviewed.
