BOARD OF SELECTMEN

January 8, 2008

The regular meeting of the Board of Selectmen took place on Tuesday, January 8th, 2008 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 11:15 p.m. It was Primary Day.

The Selectmen reviewed checks and signed the accounts payable manifest for $16,613.41 for 30 items.

Barbara Brackett inquired about permit requirements.

Lee Stack reviewed the last Planning Board meeting. They had reviewed and made revisions to the rules of procedure and bylaws. The Planning Board had also discussed a Zoning Ordinance amendment relating to accessory buildings. It had been suggested previously to the Selectmen that the Town not pursue such changes until all the law suites are settled. The Selectmen did not disagree.

Elwyn Thurston met with the Selectmen and updated them on the new truck and snowplowing activities.

Rick Young said he was meeting with a trapper tomorrow afternoon about the beavers in Snow Brook. He is also working with Phil Steele and HEB engineers regarding a bench mark high water mark for Phil Steele’s Department of Environmental Services application.

The State’s stance on several issues was discussed. A recent denial of an appeal for a wetlands permit reconsideration was reviewed and it was noted the denial was the first in a long time and the reasons were considered to be more bureaucratic than technical.

Carol Mayhofer signed checks. She discussed the investment policy. All the Capital Reserve Funds and Trust Funds are with the New Hampshire Public Deposit Investment Pool and there is no reason to change at this time. The remaining funds are split between two different accounts in two different banks. The Selectmen had no objections to this arrangement.

Correspondence included legislative bulletins from the Local Government Center, and "Road Business" from the UNH Technology Center.

Approval for construction of a septic system was received from the Department of Environmental Services for the Hay property located on Glines Hill Rd.

The Board of Selectmen signed an ‘Intent to Cut’ permit application from Carroll Shackford for property on Rte 153.

Town Hall was very busy.

The meeting adjourned at 1 p.m.
