BOARD OF SELECTMEN
January 15, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, January 15th, 2008 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7 p.m. The minutes of the meeting of January 8th were accepted as amended. Don Philbrick said the relocation of the School bus stop from the Eaton Village Store to the Town Beach has been approved and will begin next Tuesday after the holiday. Don Philbrick will call Elwyn Thurston about ensuring that the parking area is plowed out and sanded. Rick Young said he met with the beaver trapper last week. The permits have been signed. Topo maps have been provided. The dams will be located and the beavers should be removed soon. Rick Young said he had spoken with Bud Nelson about a land locked parcel of land he owns. The Conservation Commission will review the situation to determine if the Town should be interested in it. The Conservation Commission had not met on Monday night because of the snow storm. Rick Young said following up last week’s Selectmen’s meeting, he had corresponded with Matt Lowe of Hoyle, Tanner and Associates about the Potter Rd bridge project and conveyed the preference for wood rather than steel guard rails on esthetics grounds. Costs may be similar. It was noted that trees one side of the road side will likely have to be removed to accommodate the guard rails. Rick Young said he will work through Fred Goss as it will affect the Mayo property. Nancy Burns came in and discussed improvements to the Snowville Cemetery. She had suggested posting the regulations in the cemetery. Cremation and benches are not addressed in the regulations nor is there a limit specified on the number per plot. Nancy Burns proposed replacing the chain link fence with granite posts and a chain and adding a gate. The Selectmen were of the opinion that the gate should remain open so that visitors, particularly in winter, did not have to exit their vehicles in order to open it. Nancy Burns had an estimate of $4,025 from Arthur’s Memorials for the posts and chains. With the addition of a gate, the Selectmen felt that $5,000 should cover the costs of the improvements and would be included in a warrant article for the Town Meeting in March. Rick Young noted that improvements to the Cemetery will likely be combined with improvements to the beach area which had yet to be costed out. Lee Stack said he will be reviewing the responses to the letters of interest for broadband access and determine where they located. The building permit application from Whit Whitman for a deck already built for property in Snowville was reviewed. The deck does not meet the setback from the road. The application was denied and she will be referred to the Zoning Board of Adjustment to appeal for a variance. Correspondence from Christopher Snook inquiring why his assessment had been increased. A response will be sent explaining the process. Signature item was a letter to the 911 program requesting extra copies of the 911 maps and data. An error in the Department of Revenue Administration’s estimate of the fund balance was discussed. They had omitted to include one of the municipal accounts when determining the cash in hand. A correction will be sent. The Office of Energy and Planning’s spring conference is on Saturday, April 26th in Manchester. A report of timber cut was received from Nancy Worcester. Correspondence from the North Country Council noted that the New Hampshire Department of Transportation will not be considering any additional transportation proposals until 2010 since there are already more projects than there are funds. The 911 program has allocated the # 395 to the Campano house on Stewart Rd that is under construction. Mark Griffin and Suzanne Raiche were in attendance.
