BOARD OF SELECTMEN

January 6, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, January 6th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $202,245.61 for 23 items and a payroll manifest for $6,002.95.

The minutes of the meeting of December 30th were accepted as distributed.

Rick Young said that he will be doing a required inspection report for a property in Town.

Aaron Blake said the Planning Board had met earlier and voted to proceed with a zoning amendment to allow garages, barns and sheds to be built on lots without a primary permitted use.

The first Legislative Bulletin of the new session in Concord was received from the Local Government Center.

The Town of Conway submitted proposed budgets for 2009. The Solid Waste budget will be $58,773 and the recreation budget for Conway will be $17,994.

The Board of Selectmen signed an abatement warrant for properties identified as R12-010-000, and R11-014-000.

Xerox is continuing to renew the contract for maintenance of the copier.

The Selectmen signed the 5% multiyear discount to 2012 for workers compensation through Primex.

BOARD OF SELECTMEN

January 13, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, January 13th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The minutes of the meeting of January 6th were accepted as distributed.

Rick Young said that he has done a required inspection report for a property in Town.

Rick Young said he had received a few inquiries about the proposed purchase of the Burri property that will be on the warrant in March. He said he was still seeking information on the extent to which the Eaton Village Preservation Society has sought alternative sites for a septic system. The purchase and sale contract was reviewed.

The Conservation Commission met the previous evening. They have $24,100 from the timber cuts to date. Rick Young noted the road repair over to Porter had not been fixed.

Aaron Blake reviewed the Planning Board meeting of last week and the proposed Zoning Ordinance amendment. He noted there had been an ambulance call the previous weekend for a property near his home.

Legislative Bulletin #2 from the Local Government Center was received. It drew attention to bills concerned with penalties for land use violations and changes to the right to know law that it perceived as crippling.

The Census Bureau was requesting input on the number of homeless shelters in Town. There are none.

The UNH Technology Center is holding a NH Public Works Mutual Aid Program on April 23rd in Concord.

The Department of Environmental Services has issued a permit for construction of a septic system for Bruce Dakin for property on Thurston Road.

Signature item was a response to a right to know request from Kenneth McKenzie for information on legal bills incurred by the town by his law suites, minutes from the Conservation Commission and details of the Zoning Ordinance amendment being proposed by the Planning Board.

Ralph Wilklewitz and Don Bacich met with the Selectmen to discuss the proposal to purchase the Burri property on Crystal Lake. Rick Young provided copies of the agreement. He noted it would be up to the voters at the Town Meeting to decide if the purchase was to go through. Rick Young provided background information. The current initiative had been undertaken by the Eaton Village Preservation Society and Randy Cooper had handled the negotiations and drafted the agreement. A key component in the agreement was a proposed easement for a septic system for the Eaton Village Store. Rick Young said that without a new septic soon the survival of the Store restaurant was in jeopardy. Ralph Wilkewitz was concerned about the impact on taxes particularly for those on fixed incomes. Don Bacich said he was there to collect information. Issues discussed included the proposal to use part of the fund balance to offset the cost, the impact upon taxes and whether alternative sites for a septic system for the Store had been adequately explored. The Selectmen reiterated it would be up to the voters and the Eaton Village Preservation Society would be expected to make the case for the purchase. The Public Hearing on the budget is on Thursday, February 5th.

The Selectmen had no objection to an informational meeting on the issue being held in Town Hall on Saturday. The Selectmen were invited to attend. They recommended that members of the Eaton Village Preservation Society be invited to the meeting also.

The Annual Report from Medstar indicated that they had responded to a total of 21 calls in Eaton during the past year.

January 20, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, January 20th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $12,081.30 for 20 items. The payroll manifest was also signed.

The minutes of the meeting of January 13th were accepted as distributed.

Rick Young said that he and Aaron Blake had attended the meeting last Saturday called by residents concerned about the proposal to purchase the Burri property. The need for a septic system for the Eaton Village Store had bee discussed. No one from the Eaton Village Preservation Society had been present. A question had been raised about the vote need for passage i.e whether it required a majority vote or a 2/3rds ballot vote. The Department of Revenue Administration will be contacted for information. There is another meeting scheduled for January 24th at 1 p.m. in the Town Hall.

Jason Lodge of Hoyle, Tanner and Associates had been in Town Hall this morning holding the prebid meeting for the Potter Rd bridge. Attendance at this meeting was a requirement in order to bid. Ten contractors had shown up but one subsequently withdrew. The plans and bidding documents were reviewed and discussed. Jason Lodge then went down to the bridge and was available for any further questions.

In recognition of the economic situation the Local Government Center has reduced their membership fees back to last year’s levels.

The Zoning Board of Adjustment in Wakefield is holding a Public Hearing on January 26th on a variance request for a cell tower.

Children Unlimited has submitted their annual report showing their services to Eaton residents for the past year.

The Department of Transportation has issued a temporary driveway permit for William Perk on Brownfield Rd.

NHMA’s Municipal Advocacy Committee is holding a full membership meeting in Concord on January 30th.

Legislative Bulletin #3 was circulated.

BOARD OF SELECTMEN

January 27, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, January 20th, 2009 at the Evans Memorial Building. Present were Rick Young and Don Philbrick. The meeting was called to order at 7 p.m.

Kenneth McKenzie and Ethel McKenzie met with the Selectmen. Kenneth McKenzie presented a petition for the Annual Meeting calling for all minutes and notices to be posted on the website and to conform to RSA 91-A.

Ethel McKenzie said she is trying to sell her property on Foss Mt. She wondered if the Town may be interested in purchasing it. The price is negotiable.

Kenneth McKenzie inquired about the septic design for the Burri property. Rick Young said he had a copy but the Town has not received one. Kenneth McKenzie also discussed the Cass property and how it should be one lot and not two lots as described in the Town records. The issue will be referred to the assessors.

The minutes for the meeting of January 20th were accepted as distributed.

Rick Young reviewed the meeting held last Saturday to discuss the proposed Burri acquisition. About 50 people had shown. The Eaton Village Preservation Society is looking at alternatives for a septic system for the Eaton Village Store and they will be checking with the abutters.

Don Philbrick said there had been a tragic and fatal shooting in Town and he had assisted the police in locating and identifying properties and owners in the area of the incident.

PSNH has provided details on how they may be contacted in cases of emergencies.

Tower Resource Management was interested in working with the Town on improving cell phone coverage.

The New Hampshire Economic Review for 2008 was received from PSNH.

The Public Hearing for the Budget has been posted for February 5th.

The proposed Planning Board zoning amendment was distributed.

The Minuteman Press quote for printing the Town Report is $817.38.

Legislative Bulletin #3 dealt with workforce housing and the proposed economic stimulus package.
