BOARD OF SELECTMEN

July 7, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, July 7th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $60,726.16 for 19 items. The payroll manifest was also signed.

The minutes for the meeting of June 30th were accepted as amended.

Rick Young said he had completed 5 copies of the Dredge and Fill Permit application for putting new sand on the Beach. It will be sent off to the Department of Environmental Services when the check has been signed.

Rick Young said he had several calls about the Beach. One of the toilets had been tipped over. Blow Bros had been called and the problem was rectified before the July 4th picnic.

Sandy Thoms had also called and wanted to develop a rainy day policy for the beach attendants. Another issue was the telephone at the kiosk. It does not work. It shares the same line as the fax in Town Hall and may have been disconnected when there was a problem with the fax last fall. FairPoint Communications will be called.

The Selectmen signed off on a change order for the Potter Rd bridge for $1,800. It had been approved by the Department of Transportation. Jason Lodge had been in last week and indicated that there is a more substantial change order under discussion for substantially more seal concrete at both abutments. Expected cost is between $15,000 and $20,000.

Aaron Blake reviewed information he had on a property on Conway Lake. He also wanted clarification on the Town’s position on Class VI roads. Rick Young noted the Town did not have any standards for Class VI roads and the Town had no duty or liability for maintenance. Culverts can be put in for logging purposes and removed afterwards. The road should be returned to its original condition or better. There was no obligation for any upgrades to be left for others to use.

A property owner felt the property values are too high and wanted an abatement. However, all property values appear to be depressed below the values of the last reassessment. Filing for an abatement is also done only after the second tax bill in December.

The Selectmen signed a Department of Revenue Administration form indicating they will not be requiring inventory forms of taxable property (PA-28).

Betsy Edge discussed changes to her property on Crystal Lake. Since they raised setback issues, The Selectmen noted that there were still two ice houses sitting on the water’s edge and they should be removed since the Eaton Zoning Ordinance does not recognize temporary structures. Rick Young also brought up the issue of ownership and whether the property on the Lake still qualified for current use. Betsy Edge said she would research and sort out the ownership of the Edge properties.

Julia Chase had responded that the Town was not eligible for Hazard Mitigation funds because it does not have a Hazard Mitigation Plan but she was still looking for funds to do one.

All States Paving will be doing a chip seal on Route 153 through Town beginning the week of July 6th.

The Selectmen reviewed an updated budget print out. Most discussion focused on the Highway Department which is going to be tight on budget for the rest of the year.

Elaine Mariniello had written to state that a trailer had been removed from her property and the assessment should be corrected.

The regular meeting of the Board of Selectmen took place on Tuesday, July 14th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m.

The minutes for the meeting of July 7TH, were accepted as amended.

Rick Young said that Jane Gray would like information on the septic approval for construction for the Sherwood Gray property. It will be researched.

Rick Young said there had been a few calls about issues at the beach including stickers, overcrowding, parties etc.

The Conservation Commission had held a field trip to review the timber cut on Town lands and inspect the water bars that had been installed. Stewart Heath had been contracted to take care of the road repair on the Willis Bean Rd extension into Porter that had originally been scheduled for last fall. The Conservation Commission had also discussed the upcoming appraisal for the McKenzie property on Foss Mt. Rick Young noted that a Town vote not to plow Foss Mt in the winter had been taken in 1951. Aaron Blake suggested putting up a notice to that effect on Foss Mt. Rick Young agreed.

A lady came in inquiring about the use of Town Hall for dancing lessons. Rick Young explained that the Town could no longer honor these kinds of request because of security and insurance liability issues.

Aaron Blake said he would review the Hazard Mitigation Plan guidelines and procedures issued by the State.

Aaron Blake said he had a call about parking on both sides of the road by the Beach creating problems for drivers Rick Young said that had been done since the beginning of time and the real solution was to slow down. Camp Waukeela had issues over children crossing over to their beach just a little further down Brownfield Rd but the Department of Transportation was firmly against crosswalks and had suggested trying the traffic cones that they currently use and which seem to work.

Signature items were letters to Frank Guida about plowing a section of Snowville Rd and to Paul Barabe about property tax abatements.

According to Suzanne Raiche, approximately 84% of the property taxes had been collected by the deadline.

The ePLT quarterly newsletter from the Local Government Center was received. They are offering an insurance policy for special events (for a fee), renewals of the property liability insurance coverage are now being done on line and a reappraisal of properties they insure will begin in 2009.

The State Department of Transportation has approved a change order on the Potter Rd bridge. Cost is expected to be between $15,000 and $20,000.

NORTRAX had sent information on the certificate of origin of the chipper purchased by the Town in May of 2006. It was model 2070XL Twister and manufactured by Morbark, Inc.

Hoyle, Tanner and Associates has issued their approval for the second installment payment to A. J. Coleman and Son, Inc for the Potter Rd bridge for $86,918.26.

The Henney Trust has awarded a grant of $924 to the Town for digitizing the Historical Building Report originally produced in 1981 by the North Country Council.

The New Hampshire Department of Transportation has issued a driveway permit for Walter Jenkins for property located on Brownfield Rd (R11-035-00A)

The Dredge and Fill Permit application for adding new sand to the Beach has been sent to the New Hampshire Department of Environmental Services.

The Town Hall Operations and Services section of the Master Plan was reviewed, revised and updated and will be forwarded to the Planning Board for further review.

BOARD OF SELECTMEN

July 21, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, July 14th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $92,652.18 for 12 items. The payroll manifest was also signed.

The minutes for the meeting of July 14th were accepted as amended.

Aaron Blake noted there was still a winter fishing hut parked on the Edge property on Crystal Lake.

Frank Guida was requesting a more precise location of where the Town ends plowing on Snowville Rd. It affects how much frontage of a Town road he has for his property on the opposite side of the road. Rick Young will speak with Alan Bean and Elwyn Thurston.

Dick Fortin came in to inquire about running a power line to the McKendry property. The Selectmen said if it runs over Town land an easement will be necessary.

The Selectmen reviewed the revised version of the Town Hall section of the Master Plan following the Planning Board meeting last week. They approved of the revisions. The Planning Board had approved the boundary line adjustment for Walter Jenkins for property on Brownfield Rd.

New Hampshire Emergency Management is holding a two day benefit cost analysis workshop training session on September 16th and 17th in Concord. This training is "necessary" for communities wishing to apply for any of the Hazard Mitigation Grants.

The New Hampshire Division of Historical Resources had written indicating that Phase 1B testing to determine the presence or absence of archaeological resources is required for the Purity Lake boat launch project proposed by the New Hampshire Fish & Game Department.

The UNH Tech Center newsletter "Road Business" discussed pervious pavements and also the stabilization of sub grade with portland cement. The calender for Road Scholar training through the end of the year was also included.

TRICAP (Tri-County Community Action Program) provided details of the fuel assistance program for the upcoming winter.

Carol Mayhofer signed checks.

The New Hampshire Department of Environmental Services has approved timber cuts for Moira Simonds (R07-013-000) and Virginia Simonds-Wieneke (R07-014-000)

Signature item was a letter to the Henney Trust thanking them for a grant to digitize the Historical Buildings Report. Also signed was a certificate of exemption from Federal excise taxes for FairPoint Communications.

July 28, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, July 28th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The minutes for the meeting of July 21st were accepted as amended.

Rick Young said he had spoken with Sandy Thoms about double coverage at the beach. Subsequently, Sandy Thoms met with the Selectmen and explained there had been issues

about coverage, issuances of passes etc that had needed attention. The extent of double coverage should decline. Sandy Thoms inquired about beach sand. Rick Young said that the permit application alone had cost $2,000 and the Selectmen had agreed that because of this cost the sand will not be purchased and put down until next year.

Steve Larson met with the Selectmen and discussed a boundary line adjustment with an abutting lot he owns to accommodate a building he is proposing to build on his house lot.

The Selectmen did not foresee any problems but said it would be up to the Planning Board.

Later in the meeting, Steve Larson filed an application for a boundary line adjustment with the Planning Board.

Rick Young said he had spoken with Alan Bean about snow plowing on the Snowville Rd. Plowing is done down to his driveway (U02-006-000) and no further. Later, Alan Bean had measured the distance as 150' from the abutting property (U02-007-000 - Sleigh Mill). The letter to Frank Guida was revised to include this measurement and the length of the Sleigh Mill property for a total distance of 381' from the junction with Roberts Rd. The letter also stated that beyond the Bean driveway the road is private and the Town does not plow or maintain it.

Elwyn Thurston said he would like to replace some of the culverts on Potter Rd. Rick Young said he would do the Dredge and Fill Permit application.

According to Elwyn Thurston, the work on cutting in to the bank at the Snowville Cemetery and laying in the stone being recycled from the Potter Rd bridge should begin shortly.

Rick Young said the first cement pour had taken place at the Potter Rd bridge.

Aaron Blake said he had received a call late on Saturday night from a lady in Brownfield who claimed that a body was lying in the Brownfield Rd, then got up and fled into the woods.

Dick Fortin came in with a form from PSNH for granting an easement to them for running a power line over Town property. It will be completed and returned to PSNH.

A building permit application from Eugene Long to add a carport to his property on Hatch Hill Rd (R11-002-000) was reviewed, approved and signed by the Board of Selectmen (Building permit #2905). The fee of $28.60 was paid by check.

The New Hampshire Department of Environmental Services has issued a permit for construction of a septic system to the Eaton Village Preservation Society for the Eaton Village Store.

The New Hampshire Employment Security provided information on how to set up an online account for managing unemployment benefits.

The New Hampshire Department of Environmental Services was requesting additional information before proceeding with the Town’s Dredge and Fill Permit application to add sand to the Town beach. The information requested was an overhead view and "cross section of the project". Eyes rolled and the vocal cords had a fit.

All three samples taken at the Beach had E. Coli counts less than 2 cts/100 ml.

Copies of a Dredge and Fill Permit application from the Department of Transportation to install new culverts on Rte 153 were received.

The Local Government Center’s Property Liability newsletter dealt with insurance for private using public facilities.

A request for updating the status of the Capital Reserve Funds for the School has been completed and returned.

A recent publication from the Federal Highway Administration summarized recent research studies on traffic calming on main roads through rural communities.
