BOARD OF SELECTMEN
July 17, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, July 17th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. The minutes for the meeting of July 10th were accepted as amended. Bob Bridgham met with the Selectmen. He said that he had not been able to meet with the Selectmen as originally planned to discuss Legislative events since the position as State Representative was more time consuming than he originally anticipated. He said September would be the time to file bills. Asked for issues of concern, Rick Young responded that the retirement situation needed review given a report that a former police chief would be retiring with more than he got paid. The Little White Church held a service recently presided over by Anne Robertson, a descendant of William Robertson who was instrumental in the building of the church. Some donations had been received at the service and Bob Bridgham said some of the money was to be used to commemorate the event. One possibility was to clean up the cemetery by restoring and resetting fallen and broken headstones and the question was whether the Town would participate in that endeavor. The Selectmen noted they did not get involved in issues over individual headstones. However, they had discussed recently putting a package together and soliciting estimates for addressing some maintenance issues and smartening up both the Snowville and Eaton cemeteries up at the same time. Bob Bridgham said he will get some estimates for restoring the headstones. Rick Young said a new flagpole had been ordered for the Town Hall. There was a discussion about installing a commercial pole that would double ths cost but the Selectmen decided to stay with what had been ordered. The Selectmen said they would hold a small ceremony when the new flag is first hoisted. Rick Young said that Arthur Harvey had noted that Cherryfield Foods had used Round Up in September of 2005 and, therefore, the blueberries would not qualify for organic status this year. Lee Stack updated the Selectmen on youthful escapes at the end of Lary Rd. The Sheriff had been notified and will be following up on whether drugs were involved. Lee Stack inquired about insurance coverage for the swim program. A private owner’s beach had not been utilized for this year’s program. If it had been used, the insurance for the property owner would have to have the Town named on their insurance policy. Rick Young discussed the beaver issues. He had spoken with Fred Goss about blowing the dams on the Mayo property. He also needed to speak with Bud Nelson. Blowing the dams will likely not occur until November. The Selectmen discussed the issues relating to the Burns property and zoning compliance. Correspondence from Kenneth McKenzie seeking enforcement of the ordinance was reviewed. A letter to Nancy Burns will be drafted for review next week. Rick Young said that Ryan Bushnell was comfortable with the blueberry contract. Rick Young will follow up with Charlie Gibbs of the Department of Transportation on replacing the roadside posts at the beach. Dust control this year used calcium chloride. It was put down on just a few roads. Lee Stack was concerned it did not include Lary Rd. Elwyn Thurston will be contacted to see if another treatment planned. Lee Stack noted that a gate was being put up at the end of the Class V section of Lary Rd. Randall and Gail Parker had written requesting a "Dead End" sign at the beginning of Roberts Rd to reduce the disappointment of explorers who think the road should lead somewhere. Elwyn Thurston will be contacted about a sign. Lee Stack noted that such a sign at the end of Lary Rd seemed to have encouraged partygoers and generated a significant amount of trash. Signature item was a letter to Kenneth McKenzie appointing him to the Conservation Commission. A note from Jason Call indicated that a current use application for Peter Rose would not become effective until next year because the two properties to which it applied did not have common ownership until after May. Debra Johnson from FEMA has completed the damage assessment on eight projects with several more still to do. The Selectmen reviewed a spreadsheet summarizing the costs and estimates to date. Rick Young noted that the mitigation component for Bush Rd did not match up with his original understanding of it and he will speak with Elwyn Thurston about it. The Selectmen agreed to a request from Children Unlimited for use of the beach in the mornings during the summer. The Selectmen agreed to monitor beach coverage during the next few weeks. TRICAP has announced the fuel assistance program is now in effect. Pike Industries will be paving Rt 153 and the Brownfield Rd with a tentative start date of July 18th. The Office of Energy and Planning is interested in hosting local informational workshops on the National Flood Insurance Program. The Department of Revenue Administration newsletter dealt with investment policies and property assessment standards. Certification of the Board of Selectmen as the Town’s Health Officer was received from the Department of Health and Human Services. The budget was reviewed. Mark Griffin discussed damage to his property on Rte 153 from the April storm. There was now a large hole in the back of his property. He said it was due to a failure of a culvert on Youngs Rd. FEMA was not providing individual assistance and he did not have flood insurance. The Selectmen noted that the culvert was simply unable to take all the water and the Town did not usually address individual damage resulting from a 100 year downpour. Numerous suggestions on where fill could be obtained and contractors who could assist were provided. Mark Griffin and Suzanne Raiche were in attendance.
