BOARD OF SELECTMEN
July 31, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, July 31st, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. Debbie Callis and Sandra Thoms met with the Selectmen to discuss coverage of the beach. They were offering to provide coverage in the absence of the beach attendant who had gone missing without leaving a message with anyone. They agreed to cover the weekends and whenever else they could. The Selectmen provided an outline of what was expected at the beach. It appeared the issuance of guest passes had got a little out of hand this summer. Vandalism at the beach was also discussed. Don Philbrick discussed Beach coverage and noted there had been an increase in the police patrols. Rick Young reviewed the calls he had received about the lack of coverage at the Beach and its use by non residents. A request was received for a speed limit sign on Ridge Rd. The Selectmen agreed to the request and Rick Young will speak with Elwyn Thurston about a 35 mph sign. Lee Stack reviewed his correspondence with the Eaton Village Preservation Society and various beach issues. There is a dead tree at the beach and Elwyn Thurston will be contacted about it. Jen Kovach met with the Selectmen and revisited the beach issues discussed with the Eaton Village Preservation Society. Rick Young recounted discussions with representatives of the Department of Transportation who were opposed to the granite posts as previously proposed. They maintained they snapped when hit by a plow and they would not be responsible for installation or any liability issues. Jen Kovach repeated the desire of the EVPS to have granite posts and their opposition to a guard rail. The Selectmen explained that any proposal requiring a significant amount of funds would require a Town Meeting appropriation. They noted that the plans presented earlier were incomplete in all respects including initial costs, implementation and ongoing maintenance expenditures. They had agreed previously to pay for three new grills this year but had not seen any bill. Jen Kovach said there may have been a misunderstanding and Kurt Fisher will order them since he had all the details. Jen Kovach said that Senator Kenny had indicated there were State funds available for beautification purposes. The Selectmen had no problem with her going ahead to get more information. Bridget Pliskin and family inquired about the beach attendants. The Selectmen noted any beach attendant had to be over 18 years of age. Correspondence received included a letter from Howard Dearborn urging support for limiting large scale water withdrawals from the aquifer. Jason Call had said that if the proposed fire pond on the Heath property is used for any recreational purposes such as fishing, swimming, boating or skating then it added value to the property and would be recognized by an increase in the property assessment. How much would depend upon the size of the pond, access, location and so on. Rick Young will convey this information to Richard Heath, Jr. The Department of Transportation had sent notification of the new culvert installations they were carrying out on the Brownfield Rd and on Rte 153 in preparation for paving. An application for a cemetery plot was received from Marilyn Verney. The preferred location will be checked to ensure the plot is not already taken. A request from Mary Gospodarek over a property assessment has been referred to the Assessors. Signature item was a letter to Edward Burri noting that the veterans’ exemption was for residents only. Tyler Haynes had called earlier in the day to say he was off to New Jersey. The Selectmen agreed to terminate his employment for not showing for the last week or notifying anyone. Rick Young will speak with Elwyn Thurston about the FEMA mitigation proposal for Bush Rd. The Selectmen were in favor of an alternative to putting in an extra culvert of the same size as the one already present and they were leaning towards having an engineering study. Rick Young will speak with Elwyn Thurston. The Selectmen voted unanimously to donate the Chuck Selmi painting of the Little White Church to the Community Circle to be auctioned or raffled off and the proceeds applied to the Scholarship Fund. Sherman Dewitt inquired about work in the cemeteries. Rick Young explained that a bid package was being put together for work to be done on both the Eaton and Snowville Cemeteries.
