BOARD OF SELECTMEN
June 3, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, June 3rd, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The minutes for the meeting of May 27th were accepted as amended. The Selectmen signed the tax warrant for Suzanne Raiche. The tax bills should be run off this week. Rick Young said he had spoken with Sid Dewitt about the cemeteries. Don Philbrick said that there had been an addition to the garage on the Edge property on Crystal Lake. No permit for such an addition had been issued. The Selectmen reviewed, approved and signed a letter to the owner ordering an immediate cease and desist on any further construction until the permit issue had been resolved. Don Philbrick said he had heard from Bill Perk regarding a driveway permit for property on Brownfield Rd. A temporary permit had originally been obtained for logging purposes. Bill Perk had been advised to file a new permit application with the State for a residence. Bobby Haynes filed a building permit application for two greenhouses (8½’ x 24') for the Portnoy property on Crystal Lake Rd (Tax map R4, lot I). The application was reviewed, approved and signed by the Board of Selectmen (Building Permit #2807). The fee of $20.40 was paid by check. A copy of a letter sent by the Levesque’s to their neighbors on Conway Lake regarding tree cutting was reviewed. They were concerned that trees were going to be cleared from the shorefront. Rick Young had visited the property and as best as could be determined no cutting had yet taken place. Apparently there has been a burst of such activity in advance of changes to the Comprehensive Shoreland Protection Act that become effective on July 1st. The Fusco’s from Thurston Pond Rd had questions about home occupations and the Zoning Ordinance was reviewed. From information provided by the Fusco’s for a massage facility, the Selectmen determined it to be home occupation. The quarterly payment for the Highway Block Grant ($7,223.52) was received from the State. The Department of Health and Human Services has announced the beginning of the West Nile Virus and Eastern Equine Encephalitis seasons. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN June 10, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, June 10th, 2008 at the Evans Memorial Building. Present were Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $36,686.94 for 25 items. Elizabeth Edge met with the Selectmen and discussed recent correspondence she had received from the Selectmen. The first issue was the current use value assigned to her property on Crystal Lake. Don Philbrick said that the land value had been adjusted when the land had gone into current use. The assessors had reviewed a subsequent request from John Edge for reconsideration but the assessors did not feel any further change was warranted. With the recent change in ownership, the property no longer qualifies for current use. The second issue was that an addition to the house had been constructed without a building permit. Don Philbrick explained that the construction had to be removed or an appeal made to the Zoning Board of Adjustment. Carol Mayhofer signed checks. A permit for construction of a septic system was received for Roger Lagram for property located on Towle Hill Rd. Legislative Bulletin # 24 detailed the agony the Legislature went through on reaching compromises on several major statutory issues. The Coalition Communities were not pleased with the outcome over education funding which will likely lead to a restoration of "donor" communities unless it is changed before 2011. Steven and Elizabeth Farrell filed a building permit application for a storage shed (8' x 12') for property located in Woodland Acres. The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2808). The fee of $5 was paid by check. A request for a building permit renewal was received from Channing Snyder for permit #2610 for a log house on Youngs Rd (R4, 25A). It was reviewed and signed by the Board of Selectmen. Sandy Thoms met with the Selectmen and discussed pay issues for the beach attendants. She was provided with beach stickers which are green this year, guest passes and a list of home owners. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN June 17, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, June 17th, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The Board of Selectmen approved the use of Crystal Lake Beach for the Waldorf School and for the Pine Tree Elementary School students for Friday, June 20th. Al Frizelle and Ralph Wilkewitz inquired about permit requirements. Ralph Wilkewitz also filed a building permit application for adding an enclosed screen room with a roof for property located on Bush Rd (Tax map R12, lot 1F). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2809). The minutes for the meeting of June 3rd were accepted as distributed. The minutes for the meeting of June 10th were accepted as amended. Rick Young said that Bud Nelson had done the deed for transferring his property to the Town. It will be sent to the Registry for recording. Sandy Thoms met with the Selectmen about rates to be paid to the beach attendants. After some discussion on what had been said last week, the Selectmen agreed to $10/hr. Elizabeth Edge updated the Selectmen on issues relating to her property on Crystal Lake. There had been several inquiries about the Cass properties on Crystal Lake which are now on the market. The house on the front lot is for seasonal use only. Conversion to year round use would need to satisfy State requirements for septic and waterfront. The back lot is a lot of record but will be subject to RSA 674:41 for building on. The title deeds will need to be researched to determine easement access. A building permit application was received from David Lovequist for a garage on property located on the Willis Bean Rd (Tax map R7, lot 19). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2810). The fee of $41.60 was paid by check. Starting July 1st there will be an additional $25 charge for recording a plan at the Registry. This is a surcharge imposed by the State for funding LCHIP. This charge cannot be billed to the Town and must be paid by the applicant. The North Country Council quarterly meeting is on June 24th in Bethlehem. Time Warner Cable wished to assure the Town that service would not be affected by its corporate spin off from Time Warner, Inc. Rick Valladares brought to the Town’s attention that State regulations now distinguish between "emergency lights" and "warning lights". Emergency lights are limited to blue or red color. Warning lights are amber. All New Hampshire registered vehicles equipped with ‘warning lights" require a permit from the State. The issue will be brought to Elwyn Thurston‘s attention. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. Bill Perk filed an application for a building permit for a new house and garage on the Brownfield Rd (Tax map R11, lot 21). The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2811), The fee of $161.20 was paid by check. It was dark since the power was out when a tree fell across the road just outside Town Hall. It stayed out so we all went home. Suzanne Raiche and Jeanne Hartman were in attendance.
