BOARD OF SELECTMEN

June 12, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, June 12th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, and Rick Young. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed bills and signed checks. The accounts payable manifest was for $27,813.82 for 30 items.

Suzanne Raiche discussed an issue over insurance liability relating to the swimming lessons. For the more advanced courses, Suzanne Raiche said she needs deeper water than is easily available at the Town beach. John Edge is willing to let the Town use his beach but, since it is a private beach, a question of liability has arisen. The Municipal Association will be contacted for information.

Claes Hermanson of Hot Rock Paving revised his quote for paving the road running up through the Snowville Cemetery to $4,950 from the $4,650 estimate of last year in light of increased fuel and materials costs. The new price was accepted by the Board of Selectmen and authorization to proceed with the project was given to Claes Hermanson.

Stacey Clancy requested a building permit and information on what was needed for filing an application. The Selectmen noted a State approved septic design was needed, an energy certification number, a driveway permit, a plot plan and details of construction - and an application fee.

A call from the owner of Twinbrook Farm discussed the appraisal value for the building for property located on Birch Hill Rd. They will send a letter with more information.

The minutes for the meeting of June 5th were accepted as distributed.

Rick Young said he had spoken with Elwyn Thurston. Dust control is scheduled for tomorrow. Pike has been asked to provide an estimate for paving Stewart Rd. The Morin driveway will be looked at.

Rick Young had a call from Nancy Burns. Tom Costello is in the process of removing the shed. The disposition of the tent platforms and the loss of grandfathering status was also

discussed.

Rick Young had heard from the NH Trappers Association with the names of three local people who may be able to help out with trapping the beavers. Bud Nelson also needs to be contacted about getting permission to go on his property. Ralph Meade said the Camp staff had been cleaning up the Waukeela beach. Paul Savchick is working with Phil Steele to get an emergency permit from the Department of Environmental Services to replenish the sand.

The Conservation Commission had met last night but there was no quorum.

Rick Young said that Patrick Wansor had apologized over the building permit fiasco for the Reibling property. The energy certification number has been received but, as yet, no additional check to cover the balance of the fee.

The Board of Selectmen reviewed, approved and signed a current use application from John Edge for property located on Crystal Lake. (Tax Map U1, lot 11). It will be joined with R4, lot 21 for current use purposes.

Several tax exempt properties are still appearing on the Town tax warrant and the assessor will be asked to make the corrections.

Dick Fortin reported on the receipt of a tax bill showing no valuation. A check with the property appraisal file indicated a valuation of $21,480. The reason for the blank tax bill will be explored.

The Selectmen signed the tax warrant.

The Legislative Bulletin #24 stated that the NH Senate had approved amendments to RSA 91-A.

Carol Mayhofer signed checks.

Correspondence from the Department of Transportation gave permission to the Town to proceed with the design phase for construction of the next bridge on Potter Rd that is slated for replacement. The Department of Transportation’s designation of the bridge is # 072/137.

The Coalition Communities are seeking to revive the failed attempts to get a constitutional amendment to address the education issue.

Mark Griffin and Suzanne Raiche were in attendance.
