BOARD OF SELECTMEN

June 5, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, June 5th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, and Rick Young. The meeting was called to order at 7:00 p.m.

Bob MacArthur filed for a building permit renewal of # 2516 for construction of a new house. The renewal was signed by the Selectmen (Building permit # 2708).

The minutes for the meeting of May 29th were accepted as amended.

Don Philbrick said the Board of Selectmen had met with officials from the Department of Transportation and the Department of Environmental Services and Ralph Meade of Camp Waukeela last Thursday to discuss the flooding issue. The Waukeela beach has since been cleaned up and a gravel berm installed. Later in the meeting, Rick Young said he had called the NH Trappers Association for someone to remove the beavers. There may be a local person able to assist.

Don Philbrick said he had distributed an email from Jane Goodwin who wished to be baptized in Crystal Lake sometime in July. The Selectmen had no objection.

Suzanne Raiche will not be doing the beach this year.

Don Philbrick said that Nancy Burns had told him she would be removing the shed by June 15th.

Rick Young said that three members of Conservation Commission (Dennis Sullivan, Dick Brisbois and Rick Young) had paid a site visit last Saturday to the Willis Bean Rd and met with Stewart Heath to discuss what needed to be done for the bridges. Paul Savchick had suffered a personal injury and was not able to be present.

Arthur Harvey has no problem with the blueberry lease. Ryan Bushnell would like to meet with the Selectmen about it.

Rick Young said the Selectmen had also met last Thursday with the Department of Transportation about the Town beach. The Department of Transportation will supply and install replacement posts along Brownfield Rd and Rte 153. Next year, they will install and maintain a guard rail. They did not recommend granite posts.

Tyler Haynes met with the Selectmen. He worked as a beach attendant last year and is interested in doing it again this summer. The Selectmen agreed to hire him. He will start Saturday, June 16th and will be in Town Hall on June 14th to sign up.

Joan Kojola said the Community Circle would like to paint the posts by the beach. Rick Young explained that the State has agreed to provide replacement posts for those that have rotted out or been damaged. The new posts will need painting. He will contact the State to find out when they will arrive.

There is an issue over boards being removed from the dam leading to Hatch Pond. The State has been contacted to see if they own the dam.

Phil Morin met with the Selectmen to discuss dust control on Stewart Rd. David Peterson had also called about the same issue. Rick Young said it is left up to Elwyn Thurston to arrange it.

Phil Morin also said the driveway to his barn needs shaping up following the road repair on Stewart Rd. He also asked about Bush Rd repairs. Rick Young said he would speak with Elwyn Thurston about the driveway. As for the bottom portion of Bush, it is being given to FEMA as a mitigation project.

Phil Morin asked about paving Stewart Rd. Ways to accomplish that and paying for it were discussed. Elwyn Thurston will be asked to get an estimate.

Michael Callis had filed for a renewal of building permit # 2513. The renewal was approved and signed (Building permit # 2707).

Patrick Wansor had been in with five building permit applications for the Reibling property. (Tax map R1. Lot 20). Three permits were approved for structures already in place.(tennis court, entrance gates and gazebo). Building permit #2709 was for the tennis court. The fee of $360 was paid by check. Building permit # 2710.was for the entrance gate and Building permit # 2711 was for the gazebo. Fees of $5 each was paid by separate checks. The building permit for the carriage apartment was put on hold because the fee had not been calculated accurately, written confirmation of the energy code is required and the dwelling is not to be used until it has been inspected by the Code Enforcement Officer and an occupancy permit has been issued. The building permit for an outside hot tub was also put on hold pending confirmation that it meets the zoning setback from the water.

Rick Young spoke with Claes Hermanson about updating the cost for doing the road to the Snowville cemetery.

The Selectmen approved and Don Philbrick signed a three year extension for the discount program for the workman’s compensation insurance coverage with Primex.

The Selectmen agreed that participants in the swim program should sign off on a waiver of liability.

Sunni Wilkewitz had asked about the Community Circle replacing the flag outside the Town Hall Don Philbrick said the flag had come from Concord. It measures 3' x 5'.

Since there are no apparent alternatives, the Selectmen signed off on recommending to the Department of Health and Human Services that the Board of Selectmen be re-appointed as the Board of Health.

Deadline for letters of interest for the hazard mitigation program is July 2nd.

A financial statement was received from Barry Verney on behalf of the South Eaton Meeting House.

The Local Government Center was seeking support to defeat SB 88 which would reduce the size of a collective bargaining unit to 5.
