BOARD OF SELECTMEN
March 4, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, March 4th, 2008 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $23,434.06 for 23 items. The minutes for the meeting of February 19th were accepted as amended,. Don Philbrick explained that he had cancelled the last meeting after consulting the other Selectmen due to the heavy storm. Rick Young said he had been following up on the beaver trapping. Blowing up beaver dams is no longer possible because it would be frowned upon by Homeland Security. Lee Stack reviewed the Planning Board meeting. He said the Board had approved revisions to the bylaws and rules of procedure. The boundary line adjustment between Dick Shaw and Barry Portnoy had been approved on the understanding it had nothing to do with the layout of the road. Lee Stack said the FairPoint / Verizon deal had been approved. He said he will review the responses to the broadband access letter and map them out. The Selectmen discussed building permits and imposing fines on both the owner and the contractor for building without a permit. Procedures for enacting an ordinance will be researched. The Selectmen agreed to posting the warrant on the web. Robert Graf filed an application for veterans exemption. It was reviewed, approved and signed by the Board of Selectmen. The Local Government Center provided details of the surety bond coverage for Town officials. Legislative Bulletin #11 was distributed. New 911 maps have been received from the Bureau of Emergency Management. Rick Young will deliver a set to the Center Conway Fire Department and Lee Stack will do likewise for the Freedom Fire Department. There are Benefits Administrator Workshops in Concord in March and April. Carol Mayhofer signed checks. The SPACE newsletter on current use was distributed. A budget printout was reviewed. There was concern over the high costs of winter for the Highway Department. The Selectmen reviewed the Town report and discussed the up coming Town Meeting.
