BOARD OF SELECTMEN
March 18, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, March 18th, 2008 at the Evans Memorial Building. Present were: Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p. m. The Selectmen reviewed checks and signed the accounts payable manifest for $ 46,974.13 for 41 items. John Waterman and Attorney Fay Melendy met with the Board of Selectmen and updated them on progress with respect to accessing the Kennett property (R6, lot 5) on Lary Rd. This had previously been the subject of a petition for layout of a road. The petition had subsequently been withdrawn. Fay Melendy said agreements were being worked out with Robert Kennett and Peter Aitken to provide access to what is a 91 acre landlocked parcel. Proposed is a 25' wide deeded right of way through the Kennett and Aitken properties following the path of the Old Lary Rd. The access right of way would not be paved and would be surveyed or marked on the ground. Utilities would be underground. The parcel will be for a single home and there will be a covenant that the property would not be further subdividable. Wetlands would be avoided both on the access route and for the building site. It was noted that RSA 674:41 requires review and comment by the Planning Board for any building permit being considered on a private road. The Selectmen said they liked the proposal since it was for a single homesite and would support it. Carroll Shackford presented a bill for services to the Town. He also expressed concern over services provided to the Town by subcontractors. Rick Young said he would look into it. Bobby Haynes came in with some questions from the insurance agent for the Portnoy property relating to fire protection. The property is served by the Freedom Fire Department and mutual aid. Rick Young said that, in reality, the property is served both by Freedom and Center Conway since both roll at the same time. Freedom Fire Department will be contacted for further information on fire rating and details of their equipment. Nancy Burns met with the Selectmen and discussed the approval at the Town meeting of the article for doing work at the cemeteries. Rick Young said a package would be put together for both the Eaton and Snowville cemeteries and put out to bid. Nancy Burns said she would get together with the other trustees to work on the details. Nancy Burns said the Community Circle had discussed the Town beach. They wanted to know whether there was a job description for the beach attendants. The Selectmen had drawn up a protocol for the beach attendant duties several years ago and the last version was in 1999. Nancy Burns said she would like to see watering the flowers added to the duties. Trash was discussed. Rick Young said the Town had adopted a carry in and carry out policy. Nancy Burns asked whether the Town would provide trash bags and gloves. Rick Young said the Town had always provided what was needed. Nancy Burns discussed granite posts for lining the roadway by the beach. Rick Young said the Eaton Village Preservation Society had proposed that last year. The Department of Transportation had indicated they were opposed to installing granite posts, in part, because they snapped easily when hit by snowplows. If the Town put them in they would assume both responsibility for maintenance and liability for them. However, the Department of Transportation will supply replacement wooden posts when requested. Rick Young noted that, in the past ,there had been a volunteer day when the community got together at the beach and painted the posts and installed them. The minutes for the meeting of March 11th were accepted as distributed. Rick Young said he had spoken with Fred Goss who had indicated that Niels Liljhedl from the UNH Extension felt there may be some funds available for the work to be done on Foss Mountain. The Conservation Commission will be following up with the New Hampshire Department of Fish & Game. Don Philbrick said he had met with Dick Shaw and given him the photograph presented to him in absentia at the Annual Meeting. Aaron Blake said his email was down at the moment but should be back on this week. Rick Young will stay with the Conservation Commission, Aaron Blake will become the Selectmen’s representative to the Planning Board and Don Philbrick will cover the Solid Waste District. Carol Mayhofer signed checks. Jeanne Hartman met with the Selectmen. She will be attending training workshops for the Deputy Town Clerk / Tax Collector positions in Concord and discussed traveling back and forth to Eaton as opposed to staying overnight.
