BOARD OF SELECTMEN
March 25, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, March 25th, 2008 at the Evans Memorial Building. Present were: Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p. m. The Selectmen signed two checks for $31,346.45. The minutes for the meeting of March 18th were accepted as distributed. Rick Young said he had spoken with Stewart Heath about the subcontractor issue for the Town. Later in the meeting, Elwyn Thurston met with the Selectmen and explained his position for using E & R Excavating. Rick Young said Ryan Bushnell will be in next week to sign the contract for his segment of the blueberry fields on Foss Mt. Don Philbrick said he had contacted Mark Griffin about getting the photograph presented to him in absentia at the Annual Meeting. Aaron Blake inquired about duplexes. They are allowed by zoning. Rick Young noted that conversion to a duplex usually required an upgrade to the septic system. Aaron Blake said the Planning Board had adopted the bylaws and rules of procedure at their last meeting. They had set aside voting for officers to the next month. They will reopen discussions on the Master Plan. Elwyn Thurston met with the Selectmen. He would like to purchase a snowplow for the grader from the Town of Freedom for $2,500. He said it was a good price. Don Philbrick made a motion, seconded by Aaron Blake, to appropriate $2,500 for the purchase of a snowplow blade for the grader. Also discussed was new tires for the grader that will cost about $4,000. The Selectmen agreed they should be charged to the Equipment Maintenance Fund. The cycle for purchasing 1 ton trucks was reviewed. The Town is on a schedule for purchasing a new truck every three years. The need to boost the annual contribution to the Highway Equipment Capital Reserve Fund was discussed. Rick Young discussed with Elwyn Thurston the proposed time table for replacing the Potter Rd bridge. The engineers, Hoyle, Tanner and Associates, are hoping to complete the project this year. The Selectmen discussed imposing fines for building without a permit. They agreed to hold a Public Hearing to adopt RSA 676:17 that specifies penalties for violating ordinances. Briefly, the fine shall be $275 for every day the violation continues following receipt of the notice of violation. For a second offense the fine is $550 per day. Legislative Bulletin #14 was distributed. Legislation making its way through the process includes shoring up the retirement system, monitoring school buildings, wind turbines and road agents. The UNH Technology Center provided information on workshops for Road Agents. The program calender for the New Hampshire Selectperson Institute was received. The New Hampshire Government Finance Officers Association is holding their Annual Meeting in North Conway in May. The Local Government Center will be holding a Local Officials Workshop in Ossipee on May 6th. The Board of Selectmen in Freedom would like to meet later on in the year to discuss the fire and rescue contract fee which will have to be increased to cover costs.
