BOARD OF SELECTMEN
March 3, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, March 3, 2009 at the Evans Memorial Building. Present were Rick Young and Aaron Blake. The meeting was called to order at 7 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $18,037.82 for 18 items. Terry Goslee inquired about permit requirements and related issues. The minutes for the meeting of February 24th were accepted as distributed. Fred Goss requested information on the Eaton Village Store property. Rick Young said the Town Hall roof was leaking and he had asked Elwyn Thurston to find someone to shovel the snow off it. The roof had been cleared this morning.. Rick Young said he had spoken with Stewart Heath and explained to him why the taxes on his property had increased. The Town Report has been printed. FEMA and the Office of Energy and Planning are holding a workshop on damage assessments on March 18th in Concord. The Legislative Bulletin #9 reported on the economic stimulus package and special meeting legislation to permit municipalities to accommodate appropriations. It also contained information on the impact of the gas tax on towns. An inspection report for the Campano property was received from David Pandora. An update on the 2010 census was received from the Census Bureau. Carol Mayhofer signed checks. The Eaton Village Preservation Society will be holding a meeting in Town Hall on Saturday to discuss the proposed acquisition of the Burri property. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN March 10, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, March 10th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 11:15 a.m. It was Town Meeting Day. The minutes for the meeting of March 3rd were accepted as distributed. Paul Hennigan, the Town Moderator, met with the Selectmen and discussed the Warrant for the Town Meeting to be held this evening. There is one controversial article, the purchase of the Burri property, on the warrant. The Moderator and the Selectmen discussed ways of handling the expected amendments and the secret ballot required for long term borrowing. Notification was received from the Conway Zoning Board of Adjustment on a proposal to construct a wireless communications facility on Mountain Street in Conway. The Public Hearing is on Wednesday, March 18th at 8 p.m. Legislative Bulletin # 10 dealt with the retirement system, the proposed gas tax increase and the State budget. Signature item was a letter to the Carroll County Sheriff requesting assistance in delivering a letter. Details on the PRIMEX Annual Meeting in May were received. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN March 17, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, March 17th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $179,274.87 for 18 items. The minutes for the meeting of March 10th were accepted as distributed. Rick Young said that Jason Lodge from Hoyle, Tanner and Associates will be meeting with representatives from A. J. Coleman, Inc on April 8th at 10 a.m. in the Town Hall for the preconstruction meeting for the Potter Rd bridge. The Selectmen discussed the Flood Insurance program. Eaton is one of 25 towns in New Hampshire that do not belong to the program. It had been considered several year ago but the problem is that the flood plain maps were drawn up by FEMA In 1975. These maps have been shown to be inaccurate on several occasions and have put properties in the flood plain which do not belong there. For example, there are properties on Conway Lake that are over 20 feet higher than the lake but are shown in the flood plain. This can create serious problems for homeowners with regard to mortgages and insurance coverage. The maps were supposed to have been updated but the latest information from the University of New Hampshire, which is handling the process through their Complex Systems unit, indicates that only half the counties in the State have been updated. It does not include Carroll County. The Selectmen discussed whether joining the program was advisable before the flood maps are updated. Details on the procedure for joining the program were discussed. It involves a letter of intent, a resolution by the Selectmen, and adoption by the Town voters of an amendment to the Zoning Ordinance proposed by the Planning Board. The Flood Insurance program also requires changes to be made to the subdivision and site plan review regulations. A model ordinance was reviewed. Madison will be contacted on the map issue since they joined the program in 2006. Rick Young said he had fixed the front door of Town Hall which had endured the heavy hand of someone anxious to enter the premises or perhaps even pay their tax bill. The Selectmen discussed a bill pending before the NH Legislature. It is HB 398 which would allow the discharge of firearms in compact neighborhoods, parks, playgrounds and other public places. NHMA is strongly opposed to it and noted that if passed it would remove any local control over fire arms and firecrackers. There will be a Hazard Mitigation Grant Program application workshop on March 27th in Concord. Rick Young said he would discuss the program with Elwyn Thurston to determine if there is anything the Town should be applying for. Legislative Bulletin # 11 dealt with the retirement system, the proposed gas tax increase and the proposed reduction in the interest charged on delinquent taxes. The Selectmen signed three copies of the Notice of Award for the Potter Rd Bridge to A. J. Coleman, Inc. The Selectmen also signed the certificate for the municipal assessment data sheets. Carol Mayhofer signed checks. New values for the current use assessment ranges were received from the State. Andres Engen had requested a letter from the Board of Selectmen indicating that they did not anticipate generating any obstacles to him working directly with Time Warner Cable on providing highspeed broadband internet access for a property on Bean Rd. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN March 24, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, March 24th, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m. Walter Jenkins met with the Selectmen and discussed possible boundary line adjustments to his properties on Brownfield Rd. The Selectmen reviewed checks and signed the accounts payable manifest for $2,742.86 for 3 items. The minutes for the meeting of March 17th were accepted as amended. Rick Young discussed a deadline for the New Hampshire Hazard Mitigation Program application. It is April 3rd. He will speak with Elwyn Thurston to see if there are any projects in Town that would qualify. There is a meeting on the application process on April 1st in Conway.. The Selectmen discussed the Flood Insurance Program and despite the problems with the maps may recommend proceeding. The issue will be referred tot he Planning Board. Joan Kojola picked up the Auditors forms for the Department of Revenue Administration. She will be in next week to review the books. Susan Brooks signed checks. Signature item was a response to a letter from Brad Borden who had expressed concern over the Town accounts being with Citizen’s Bank, which is owned by the Royal Bank of Scotland. The matter has already been discussed with Carol Mayhofer. Time Warner is reassigning some of its cable channels. The Department of Revenue Administration has sent the 2009 forms for timber cuts. The Selectmen declined to respond to a extensive survey request by White Lakes Estates on the grounds it was not a justifiable taxpayer expense. Legislative Bulletin #12 stated the meals and room tax appropriation was to be restored to municipalities. A bill lowering the tax interest charged by municipalities is pending. Conway has approved a 140' cell tower in Redstone. The Governor’s Office is holding a meeting on the American Recovery and Reinvestment Act at UNH on April 7th. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN March 31, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, March 31st, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $12,636.42 for 20 items. The minutes for the meeting of March 24th were accepted as amended. Rick Young said he had spoken with Elwyn Thurston about projects for the hazard mitigation grant program. Two roads, Glines Hill and Towle Hill Rd, were identified as prone to washout and in need of work. A draft of a proposed letter of intent was reviewed, revised and signed. Rick Young noted that the transfer of the Burri property was scheduled for tomorrow. A septic easement for the Eaton Village Store is part of the deal. Carol Mayhofer signed checks. Joan Kojola spoke with Rick Young by telephone about the audit. Suzanne Tolleson met with the Selectmen and submitted a current use application for property that is contiguous with property in Conway and is in the same ownership. The North Country Council newsletter dealt with economic development strategy in the North Country and local energy committees. The New Hampshire Department of Resources and Economic Development had sent self inspection forms for lands acquired through federal aid. These included one parcel on Foss Mt and three parcels along the Shepherd River. The forms have been given to the Conservation Commission. According to the Local Government Center, the Meals and Room tax has been restored to municipalities but not the revenue sharing. The House Legislature has approved a reduction in the tax due on delinquent taxes. Minutes for the Annual Meeting of the School District were received. The Carroll County Budget was received. The New Hampshire Department of Transportation has issued a Notice of Award for the Potter Rd bridge and will be forwarding $217,774.48 (40% of the State’s cost) in three weeks time.
