BOARD OF SELECTMEN

May 5, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, May 5th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

Mike and Karen Cauble met with the Selectmen to update them on Emergency Planning and the latest on the Swine Flu. Northern and Southern Carroll County have now been merged for the purposes of emergency planning. Current emergency plans will be modified in the light of the problems encountered with the recent experience with the Swine Flu. Some funds are available for planning but volunteers are needed. The Cauble’s are involved in coordinating county wide services. They will keep the Selectmen and Don Hall, the Town’s Emergency Officer, informed.

Debbie Callis discussed her concerns about the beach. There is a rock sticking up and asphalt can be seen. Rick Young provided background information on how the Town came to acquire the beach area from the State. It involved rerouting the intersection and the asphalt was from the old road. He said Elwyn Thurston would have a look at it. With respect to new sand at the beach the Selectmen noted a Dredge and Fill Permit application will need to be filed and money raised to cover the cost. Debbie Callis asked about trash cans and other materials for the beach attendants. Rick Young noted the Selectmen advocated a "carry in, carry out" approach and did not support the purchase of trash barrels for the public to fill. Edwin Shackford could be contacted if there is a lot of trash to dispose of. For other materials such as rakes etc, the Selectmen said that Debbie Callis should pick up what is needed and send the bill to the Town.

There was an inquiry about being a beach attendant and the lady was referred to Sandy Thoms for more details.

The minutes for the meeting of April 28th were accepted as amended.

Aaron Blake said there had been an inquiry about a dilapidated brick building on Brownfield Rd. The Selectmen determined it was the Town vault on the Snow property.

Carol Mayhofer met with the Selectmen requesting that they set aside or appeal the Zoning Board of Adjustment decision the previous evening granting a variance to the Eaton Village Preservation Society for a septic system for the Eaton Village Store. She said that the Chairman had indicated, at the beginning of the meeting, that he was the Treasurer of the Eaton Village Preservation Society and he was not going to vote. However, he had done so in breaking a 2-2 tie. The Selectmen said they would be consulting the Town attorney on how to address the issue.

The Selectmen reviewed a Dredge and Fill Permit application from the New Hampshire Fish & Game Department for the public access they are creating on Purity Lake. The Selectmen agreed to send a letter of protest at the way it was being handled.

The Department of Revenue Administration has calculated the equalization valuation for the Town to $108,327,548 (including utilities).

Kenneth McKenzie told the Selectmen he would like to get some bees onto his property on Foss Mt. Rick Young will ask Elwyn Thurston to make sure the road is passable.

An update on "Knowing The Territory" for local officials has been received from the Local Government Center.

Legislative Bulletin #18 discussed retirement issues, access to municipal buildings and municipal outdoor lighting.

BOARD OF SELECTMEN

May 12, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, May 12th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the payroll manifest and the accounts payable manifest for $ 13,812.43 for 18 items.

Dick Brisbois filed a building permit application for putting a roof over a patio for property located on Pond View Drive (R04-010-000). The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2902). The fee of $5 was paid in cash.

Barbara Brackett inquired about doing some clearing on her property. She was advised that she will need to check into the Comprehensive Shoreland Protection Act and its application to her property.

The minutes for the meeting of May 5th were accepted as amended.

Rick Young said he had spoken with Allan Bean and he had taken care of Kenneth McKenzie’s request to make Foss Mountain Rd accessible for him to get his bees onto his blueberry fields. Rick Young said he had also spoken with Elwyn Thurston about the concerns expressed about the Beach. He did not think the asphalt was a safety issue and he will have a look at the rock.

Rick Young had emailed Hoyle, Tanner and Associates about the confusing detour road signs for the Potter Rd bridge and they have relocated.

The Zoning Board of Adjustment has scheduled a rehearing of the Eaton Village Preservation Society application for a variance for a septic system to serve the Eaton Village Store. The rehearing will be on Tuesday, May 26th at 6 p.m.

Blow Bros will be contacted for the cost of renting the portable toilets for Crystal Lake Beach this summer.

Rick Young said the Conservation Commission had met the previous evening. They had reviewed the finances, appropriated 60% of the costs for each of 6 children to attend summer camps at the Tin Mountain Conservation Center and reviewed the New Hampshire Fish & Game Department’s Dredge and Fill Permit application. Paul Savchick will be writing a request for a 30 day extended review of the proposal.

Philip Evans said he had a granddaughter interested in a beach position this summer. He was referred to Sandy Thoms for more information.

The Conservation Commission had approved funds for an appraisal of the Ethel McKenzie property on Foss Mt. Dick Brisbois is building a loon nesting platform for Crystal Lake.

Concerning the Koche driveway issue in Porter, Rick Young has not had any call from the homeowners but he will contact the Porter Selectmen to let them know it will be attended to.

Trash furniture had been dumped on Potter Rd. After some discussion, the Selectmen agreed to a $500 reward for information leading to the arrest and conviction of the person(s) responsible. A notice will be put in the newspaper.

Correspondence was received from Lorenze Ribling with a complaint about fire works and noise from a neighbor and threatening to sue for $50,000 if it continued. The Selectmen will send a response suggesting that he identify the culprits and contact the Sheriff’s Department.

Aaron Blake filed a building permit application for property located on Thompson Hill Rd (R10-030-000). The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2903). The fee of $5 was paid in cash.

The Medstar ambulance service has updated their web site.

The North Country Council is hosting a workshop on the States Water Resources Plan on May 27th in Bethlehem.

The New Hampshire Health Alert Network issued details on tick born diseases.

Legislative Bulletin #19 discussed an upcoming Senate hearing on a house bill that would eliminate the difference between "area" and "use" variances.

May 19, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, May 19th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The minutes for the meeting of May 12th were accepted as amended.

Rick Young said the location of the signs for the Potter Rd bridge had been changed and were now less confusing.

Rick Young said there had been a search for a cemetery lot and the whole situation with the Snowville cemetery needs to be sorted out. The Selectmen discussed having the lots surveyed and monumented and raising the cost of a plot to cover the expense. The last survey done by Thorne Surveys did not monument all the plots. Costs of cemetery plots will be researched. The Selectmen also discussed doing some more work in the Snowville Cemetery, possibly by using some of the split rock for the Potter Rd bridge to stabilize the banking.

Carol Mayhofer asked about the Zoning Board of Adjustment. Rick Young said there is to be a rehearing on the Eaton Village Preservation Society application for a variance for a septic system at 6 p.m. on Tuesday, May 26th.

The Selectmen signed a land use change tax for Eugene Long for property taken out of current use on Hatch Hill Rd.

Blow Brothers were contacted for the price of the portable toilets. It is the same as last year ($184/month for two).

The Department of Environmental Services will be contacted concerning an update on a septic issue.

Suzanne Raiche discussed swimming lessons. They will be at the beach and begin the last week in June and run through the first three weeks in July. Registration will be on the second Saturday in June either in person at the beach or by mail.

The Economic Council is hosting a presentation on "The Future of the Green Economy in New Hampshire" on June 4th.

 

The Local Government Center is holding a Welfare Administrators workshop on June 24th.

A newsletter from PRIMEX drew attention to the hazards associated with form contracts for construction projects.

Items for inclusion in the next edition of the Tatler were discussed.

Legislative Bulletin #20 noted that activity on the State budget was heating up.

The updated version of the current use booklet was received.

The New Hampshire State Statutes courses on taxes and property appraisals, appeals and abatements are on June 15 -18 (Part 1) and August 17-20 (Part ll) in Concord.

The New Hampshire Legislative Groundwater Commission is meeting in Conway on June 9th to discuss large groundwater withdrawals.

Signature item was a letter to Lorenz Reibling with information on contacting the Sheriff’s Department if he has a problem with his neighbors.

May 26, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, May 26th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $12,825.48 for 14 items. The payroll manifest was also signed.

The minutes for the meeting of May 19th were accepted as amended.

The Selectmen discussed the portable toilets for the beach and elected to stay with Blow Bros for this year.

Liza Snyder discussed some problems she has encountered at her property on Youngs Rd. People are being directed down Youngs Rd to Purity Springs and cannot get there. Beyond the Snyder’s the road becomes a Class VI road with no clear exit out the other side. The Selectmen agreed to post a "Dead End" sign at the entrance to Youngs Rd.

Jeanne Hartman reported that a home owner was having problems getting hold of Fairpoint Communications and was seeking the Town’s assistance.

The property database is available for running off the tax bills. Rick Young will review the Tatler which will be included with the tax bill.

The Selectmen noted an occupancy permit has never been issued for a property on Rte 153 although it is lived in on a regular basis.

Signature item was a letter to the Department of Environmental Services requesting information on a property for which a septic approval for operation does not appear to have been issued but the property is being lived in.

Legislative Bulletin #21 dealt with some of the problems for municipalities being generated by the State’s financial crisis.

There is an Emergency Preparedness Conference on June 23rd in Manchester.

The Annual Report from Carroll County was received.
