BOARD OF SELECTMEN

May 1, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, May 1st, 2007 at the Evans Memorial Building. Present were: Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed bills and signed checks.

The minutes for the meeting of April 24th were approved as amended.

Bob D’Angelo inquired whether the Town had any information on the septic system for his residence. It was installed around 1987. Rick Young noted the Town did not require septic plans as a condition for building permits at that time but the files will be searched for the name of the installer.

Rick Young said he had spoken with Elwyn Thurston. The old truck has an issue with the frame. Subsequently, Elwyn Thurston joined the meeting and said he will be getting the frame welded. The transmission on the newer truck has been replaced under warranty

Ralph Meade from Camp Waukeela will be meeting with Mike Lane of the New Hampshire Department of Transportation to see if they will do anything about their beach. He also wanted to know if FEMA would cover the costs of blowing the beaver dams. The Selectmen will inquire at the FEMA meeting next Monday.

Don Hall will be called about the Pandemic Emergency Meeting being held tomorrow night.

Rick Young is still searching for a replacement Forest Fire Warden.

Suzanne Raiche discussed swimming lessons with the Selectmen. The Selectmen said to go ahead as she did last year. Suzanne Raiche said she did not yet know when school gets out in June but will schedule a four week course running Tuesday through Friday to follow the week after the schools do get out.

Lee Stack had sent an email summarizing his exchanges with Time Warner over expanding the cable network. The issue is density, that is, the number of houses per mile, and it is unlikely that Eaton will be able to meet the current requirement of 15 per mile or the 20 preferred by the cable company. Lee Stack is still trying to get a response out of Verizon.

Lee Stack said he had driven around Town and noted the progress in getting the roads back together.

Lee Stack had attended the Local Officials workshop in Lincoln. It was very informative, and had been well attended.

Elwyn Thurston came in and discussed the status of the road rebuilding following the storm of two weeks ago. Several roads such as Towle Hill, Lary Rd and Foss Mt still need work but some of the others such as Bean Rd, Thompson Hill up to the field, and Littlefield Rd

were complete. Hatch Hill did not have much damage. There was a review of the costs incurred to date. Elwyn Thurston also discussed the condition of the Town trucks.

The US Census Bureau is holding a meeting at the North Country Council facility in Bethlehem on May 10th.

The Department of Environmental Services newsletter discussed MTBE contamination of groundwater and also noted how a change in NH statutes in 2006 affected permits for large scale groundwater withdrawals.

The Office of Energy and Planning had sent their annual dwelling unit response request in order to guestimate the Town population.

Details of two workshops on roads were received from the UNH Tech Center.

The Legislative Bulletin #18 discussed SB 88 which seeks to make minimum staffing a required subject for collective bargaining. According to the Local Government Center, the bill is primarily supported by the Professional Firefighters Association who want a reduction in volunteer fire departments and an increase in professional firefighters.
