BOARD OF SELECTMEN

November 13, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, November 13th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $123,794. 70 for 20 items.

The minutes for the meeting of November 6th were approved as amended.

Rick Young said he had left a message with Robert Koch in Porter, Maine that the trees and brush that had been left by the roadside by his house when the bridges were moved to the Willis Bean Rd would be cleared immediately.

Lee Stack said he had looked at the work done on the Costello property on Youngs Rd to prevent washouts down below on the Griffin property. He said it looked good.

Copies of the recent lawsuit filed by Kenneth McKenzie against the Town were distributed. Copies had been sent to the Town attorney.

The Community Circle would like to use Town Hall on December 1st.

In view of problems generated by confidential information being inadvertently placed in the public access file, the Selectmen directed that the files be secured. The minute file will remain open.

Lee Stack asked whether a sign should be put up at the beach saying there was no life guard on duty. During discussion it was noted that putting up the notice was a discretionary function of the Selectmen but once the sign was up they would have a duty to maintain it.

The Selectmen had received emails from John Hartman about the traffic situation in front of the Eaton Village Store. He was concerned about speeding traffic and accidents. Rick Young reviewed all the efforts made by the Town to try and reduce the speed. It had included requests for more coverage, and speed traps by the State police and the Sheriff’s Department, requests to the DMV to check the trucks, and discussions with the Department of Transportation about crosswalks and speed signs. Relief had always been temporary. The Selectmen noted that both the amount and the speed of traffic in front of the store had increased in recent years.

The Selectmen signed a letter to Mark Griffin about the employment policies and insurance coverage.

The Department of Environmental Services has issued a septic permit for the Reibling property on Breezy Point Rd (Tax map R1, lot 21).

The Town of Eaton was featured in the Hoyle, Tanner and Associates newsletter. The Potter Rd bridge that they are in the process of designing is their 50th municipal bridge project.

A copy of a letter from Commissioner Charles O’Leary of the New Hampshire Department of Transportation to David Weathers, Chairman of the Conway Board of Selectmen, explained why the Department was not in favor of reopening the design of the Conway Bypass for consideration of the "Wiggins" proposal. The issue may be moot anyway given the present unlikelihood of funding the bypass.
