BOARD OF SELECTMEN
November 27, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, November 27th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $18,915.27 for 23 items. Nancy Worcester inquired about permit requirements. The minutes for the meeting of November 20th were approved as amended. Elwyn Thurston has realigned the run off ditch in accord with the flagging laid out by Pat Blymeyer on Stewart Rd by the Blymeyer’s property. He will also be taking care of the culvert by the Cooper property. The Selectmen discussed the purchase of a new truck for the Highway Department. The old Ford 350 will be traded. Elwyn Thurston has negotiated a deal with MacDonald Motors. Rick Young made a motion, seconded by Lee Stack, to appropriate $43,000 from the Capital Reserve Fund for Highway Equipment to purchase a new Ford F550 with a stainless steel sander. The motion carried unanimously. Rick Young said he had received an email from Matt Low of Hoyle, Tanner and Associates. The right of way for the realignment of the Potter Rd bridge will be an issue. Rick Young said he had spoken with Fred Goss about the Town needing an easement over the Mayo property. The Town will also need a number from Hoyle, Tanner and Associates on the cost of the new bridge in time for the Annual Meeting. A question was raised about a structure on Stewart Rd that may require a building permit. The Selectmen will check it out. Dick Fortin discussed the status of a permit application to the Department of Environmental Services for the Blue property. They are appealing a denial for not submitting additional information within 120 days when that information was thought to be unnecessary. Carol Mayhofer signed checks. Correspondence from the Town of Conway dealt with next year’s estimate of recreational and solid waste costs. Recreational costs for joining the Conway program will increase from $14,009 to $16,724. There was no information on how many from Eaton participated in the program. Rick Young recommended that the cost be included as an additional line item in the budget under recreation, rather than a special article. It was noted that the increase in the recreation program costs are approximately 20% over this year. The solid waste costs will increase from $58,333 to $59,472, an increase of less than 2%. Correspondence from Attorney Joseph Ritzo of Portsmouth advised the Town to contact their insurance carrier due to a motor cycle accident involving Kimberly Sylvester on the Brownfield Rd due to an alleged uneven pavement during ongoing construction on the roadway. The Selectmen reviewed, approved and signed a response noting that the Brownfield Rd was a State road and not a Town road. A letter from State Representative Gene Chandler urged a united front from the region in support of funding at least the southern part of the Conway bypass, otherwise the project will be killed off. The Town received notification from the Ossipee Planning Board about a pending application from Verizon Wireless for colocating a personal wireless services facility on Route 16. The Department of Revenue Administration is holding a workshop on warrant articles on December 14th in Concord. The Department of Environmental Services has issued a permit of operation for a septic system on property owned by Joel Wasserman. The budget was reviewed.
