TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING
BOARD OF SELECTMEN
October 7, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, October 7th, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. Randy Cooper met with the Board of Selectmen. He said that Edward Burri had signed the agreement to sell his property on Crystal Lake to the Town conditional upon a Town vote next March. The price will be $400,000 with a $200,000 payment next year and the remaining $200,000 payable in semi annual installments over a five year period. Randy Cooper said the agreement includes an easement for a septic system for the Eaton Village Store and the Eaton Village Preservation Society will pick up the legal expenses associated with the purchase. The Selectmen have already signed the agreement and they discussed taking funds from the Fund Balance and from the Capital Reserve Fund for Land Acquisition to meet the first year’s payment. A Public Hearing will be required prior to the Annual Meeting. Randy Cooper said he would help draft a warrant article for review by the Department of Revenue Administration. Tracy Antolin and his wife, also call Tracy, of J & S Masonry met with the Selectmen to discuss setting the granite slabs in the Eaton Cemetery. J & S Masonry had the winning bid of $2,150. Tracy Antolin said he would like to start right away and should have the trenches done by next week. He asking that the Selectmen inspect his work to that point in time and, if satisfactory, authorize a 50% payment for next week. The Selectmen agreed. The minutes for the meeting of September 30th were approved as amended. Rick Young said that Stewart Heath will be monumenting, within the next few days, the land not in current use for the Campano property. The one acre lot originally taken out of current use was being moved. The Selectmen noted there had not been any mention in the Eaton newspaper column of volunteers needed for an Emergency Planning Committee. A letter to David Arnold about his commercial firewood operation and current use was drafted, revised, approved and signed. Dan Stepanauskas met with the Selectmen and requested signatures on two contracts for the upcoming timber cuts on Town lands. On reviewing the contract, Rick Young noted there was nothing to protect the Town over damage to drainage on the road and removal of garbage. One contract was signed subject to these conditions being added to the contract since Dan Stepanauskas would like the work to start this week. The other contract will be revised and revisited at a later date. Signature item was the warrant for the Presidential Elections on November 4th. The Department of Health and Human Services has sent out a bulletin advising municipalities to plan for the homeless this winter and is holding a conference on the matter on October 20th in Concord. Matt Low of Hoyle, Tanner and Associates has submitted a set of final plans for the Potter Rd Bridge to the Department of Transportation Time Warner had sent a letter explaining digital video switching that will be available to a few of their customers. The New Hampshire Association of Conservation Commission will be holding their Annual Meeting on November 1st in Concord. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN October 14, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, October 14th , 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $7,603.56 for 20 items. The minutes for the meeting of October 7th were approved as distributed. Rick Young said he had checked on the work being done at the Eaton Cemetery on setting the granite slabs. It was proceeding satisfactorily. Don Philbrick and Aaron Blake had also visited the site and agreed. The Selectmen authorised a 50% payment to J & S Masonry of $1,075. The remainder of the work should be completed within the next two weeks. Rick Young said the Conservation Commission met last evening. There will be a contract with the John Brown Company to clear the top of Foss Mountain and recover the blueberries. The Conservation Commission also discussed the timber cut on Town lands that has just begun. Rick Young said the Conservation Commission had no objections to the revisions proposed by Arthur Harvey for his blueberry picking contract. The Conservation Commission had also discussed the McKenzie parcel on Foss Mountain that is for sale. The asking price was well above the assessed value. Rick Young had informed the Commission of the opportunity for the Town to purchase the Burri property on Crystal Lake subject to approval at the Town Meeting. Nancy Burns met with the Selectmen. All present were pleased with the improvements to the Snowville Cemetery. Nancy Burns had photographs to show the changes that had taken place including the installation of the granite posts and chain. The work on the Eaton Cemetery is progressing. The Selectmen agreed that if there were any funds left over from the special article for cemetery projects, they would be encumbered and carried over to next year. Returning to the Conservation Commission report, Rick Young said that Dick Fortin was going ahead with the prime wetlands study. Carol Mayhofer signed checks. Betsy Edge met with the Selectmen and discussed adding a cover for the entrance to the doorway to her house to keep the rainout and she is also prposing a cricket for the roof. The Selectmen said she would have to apply to the Zoning Board of Adjustment and she picked up an application form. The current budget was reviewed. The Local Government Center provided information on their workers compensation trust. The Department of Environmental Services has issued a survey to all municipal officials for input in developing the State Water Resources Plan. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN October 21, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, October 21st, 2008 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7 p.m. Carolyn Lucet met with the Selectmen and discussed the driveway culvert issues for the Cooper property on Stewart Rd. Rick Young will call Elwyn Thurston and see if the ditch can be ditched further and allow for removal of one of the culverts. The minutes for the meeting of October 14th were approved as distributed. Rick Young said he had discussed the timber cuts on Townlands with Paul Savchick and there was a shared feeling that the contracts were too casual and needed to be tightened up. Aaron Blake said he had met with Nancy Burns and helped locate a cemetery plot. David Arnold met with the Selectmen. The Selectmen had sent him a registered letter about developing land that is in current use without taking any land out of current use and carrying out a commercial firewood operation in the rural residential zone. David Arnold had refused to pick up the letter. Rick Young gave him a copy of the letter but he declined to take it or read what it had to say. He said the Selectmen should talk with his attorney and left. Subsequently the Selectmen agreed to refer the matter to the Town’s attorney. Aaron Blake discussed a possible timber cut on his lands and how to negotiate an intermittent stream. Signature items were the contracts for the timber cuts on town lands prepared by Dan Stepanauskas and a yield tax warrant for the Elizabeth Snow Trust. Primex has submitted rates for next year’s workers compensation insurance. Health insurance rates will decline by 0.8% next year. Changes to the unemployment law were summarized in a bulletin from Primex. The Town of Conway has scheduled a meeting on the Pandemic Influenza Plan for October 22nd. Conway would be happy to hand over to another Town the responsibility for future planning. Their Emergency Management Director had left and they had not anticipated it would be a multi-year project. They were also exploring the possibility of combining with the Southern Carroll County for emergency management planning. The White Mountain Community Health Center had sent information on their financial operations and services with an expected request for $773 at the next Town Meeting. The New Hampshire Transit Authority are meeting in North Conway on Friday October 31st. Governor John lynch has declared October "New Hampshire Accessible Parking Awareness Month" and noted changes to the law relating to obstruction of parking spaces for persons with walking disabilities. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN October 28, 2008 The regular meeting of the Board of Selectmen took place on Tuesday, October 21st, 2008 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7 p.m. The Selectmen reviewed checks and signed the accounts payable manifest for $13,580.88 for 21 items. Alice Spears filed a building permit application to convert storage above a garage into office space for property on Ridge Rd (Tax map U1, lot 21). It was reviewed approved and signed by the Board of Selectmen (Building permit #2823). The fee of $57.60 was paid by check. The minutes for the meeting of October 21st were accepted as amended. Timothy Boyce filed a building permit application for a storage shed for his property on Thompson Hill Rd (Tax map R10, lot 30A). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2824). The fee of $5 was paid in cash. The Selectmen discussed the amount of funds to be raised for the Potter Rd bridge next year. Rick Young will contact Hoyle, Tanner and Associates to get clarification on the estimated costs. Also reviewed were the expenditures for FEMA approved road repairs. In response to a question from Jesse Bushaw from the Department of Revenue Administration regarding timber tax payments on timber cuts on Town lands, Rick Young said the agreement was that the Conservation Commission would pay the tax. At 8 p.m. Aaron Blake made a motion, seconded by Rick Young, to go into nonpublic session under RSA 91-A: 3 c to discuss legal matters. On a roll call vote, the Selectmen voted unanimously to go into nonpublic session. At 8:15 p.m. the Selectmen returned to public session. Aaron Blake made a motion , seconded by Rick Young, to seal the minutes. The motion carried unanimously. The Department of Environmental Services has indicated the Town does not need a shoreland variance for the Potter Rd bridge. The Town of Wakefield has notified the town about an application to build a new cell tower in Wakefield. The New Hampshire Department of Transportation has approved the final plans for the Potter Rd bridge. PRIMEX is requiring that individuals be associated with specific buildings as part of their workman’s compensation insurance coverage. Carol Mayhofer signed checks. A check for $34.50 was received from Ryan Bushnell (Burnt Meadow Nursey and Blueberries) for the blueberries from Foss Mt. The $1,500 fee charged for mowing had already been deducted.
