BOARD OF SELECTMEN
October 6, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, October 6th, 2009 at the Evans Memorial Building. Present were Rick Young and Aaron Blake. The meeting was called to order at 7:00 p.m. The minutes for the meeting of September 29th were accepted as read. Rick Young said an inspection of the Potter Rd bridge had been held on Friday and a punch list of things to be done was compiled by the engineer. The Selectmen reviewed the list and agreed to sign off on a letter of substantial completion. The extra tasks should be completed by the end of the week. Paul Savchick had filed an "Intent to Cut" permit application for John Waterman (Kennett Heirs) for a timber cut on the old Lary Rd (R06-008-000). It was reviewed, approved and signed by the Board of Selectmen. Rick Young discussed the proposed pole barn addition. He said the extension at the Town Garage end could be added next year with funds raised at the Annual Town Meeting in March. It could be designed to accommodate the School bus better. Aaron Blake discussed an inquiry he had received about current use. The Selectmen discussed monumenting the lots in Snowville Cemetery. Since Thorne Surveys did the original survey they will be contacted to see if they will do it. The Selectmen agreed to recommend to the Trustees that the cost of burial plots be increased to $600 to defray the cost. Julia Chase had contacted the Town and the proposal from Jane Hubbard will be corrected to the original amount of $4,500. The Local Government Center has printed up the latest Law Lectures that were given this fall. The three lectures covered constitutional challenges to land use regulations, changes to the statute on variances and enforcement of regulations. The Local Government Center is holding a workshop on preparing for Town Meeting on Saturday, November 7th. The North Country Council is holding a training program for planning officials in Albany on October 29th from 6 - 8 p.m. The New Hampshire Department of Safety, Homeland Security and Emergency Management has - at last - sent a check for $38, 849.14 as final settlement for FEMA-1695- DR-NH from April 2007. The Carroll County Sheriff’s Office will be hosting WebEOC training on October 27th. The American Red Cross will be requesting $192 at the next Town Meeting. They provided details of their services to Eaton residents. The Department of Revenue Administration are requesting that the municipal assessment sheets be completed (electronically) by December 13. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN October 13, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, October 13th, 2009 at the Evans Memorial Building. Present were Rick Young and Aaron Blake. The meeting was called to order at 7:00 p.m. The Board of Selectmen reviewed checks and signed the accounts payable manifest for $13,928.47 for 17 items. The payroll manifest was also signed. Rick Young opened up the sealed bids for the extension to the pole barn at the Highway Garage. The bids were as follows: Kondrat Construction $13,186 D. Whitelaw $14,680 J. Bennett $ 9,921 Cris Construction $19,341 J & S Building $13,925 Xtreme Woodworks $ 8,975 TriState Building $11,300 The Selectmen reviewed the bids in detail and agreed to meet with the two lowest bidders next week to clarify details on their bids. Mike DiGregorio, a Conway Selectmen, met with the Selectmen to discuss local access cable television (PEG). Conway is interested in negotiating with Time Warner for an additional channel, primarily for sports, operating through the High School. He has met with all the other surrounding towns and is encouraging them to provide funding. Conway also did a survey which did not get much of a response but those that did want the surrounding towns to do more since they all have viewing access to the channel. It was noted that Madison has the channel for one day a week (Monday) and is independent of Conway. He has been suggesting that towns that receive franchise fees use them to support PEG (Public Education, Government) as do Conway and Albany. Conway also provides most of the support for Valley Vision who put the programs on television. Mike DiGregorio said Time Warner would prefer a regional channel instead of each town demanding its own channel. Other towns were interested in providing support. There will be a meeting on November 2nd at the High School at 6 p.m. for all local officials to discuss the issue further. Rick Young explained that Eaton does not collect franchise fees. He said only a small percentage of the Town is covered by cable and efforts to increase the coverage have been unsuccessful. With respect to the suggestion that there be a warrant article to provide funding for the proposed channels the Selectmen said they would think about it but had reservations since most of the Town does not have access to cable. Kenneth McKenzie met with the Selectmen to discuss cutting trees on Foss Mt Rd to provide better access to his property. He presented a diagram showing which trees were to be removed. After some discussion, Rick Young made a motion, seconded by Aaron Blake, to allow the cutting of 1- 3 trees adjacent to Foss Mt Rd to provide better access to the McKenzie property. The motion carried unanimously. Kenneth McKenzie also complained that despite the warrant article at the Town Meeting minutes etc were not being posted on the web. Carol Mayhofer signed checks. The minutes for the meeting of October 6th were accepted as amended. Rick Young said the Potter Rd bridge is finished and signs were taken down on Friday. The Town may have to do some work on the trees in that area. Rick Young said the Conservation Commission had met the previous evening and they had discussed issues concerning the Town Forester that need to be sorted out. Diana Parker sent details of the conservation easement she has donated to the Upper Saco Valley Land Trust for her property on Conway Lake. Also attached was an appraisal that set the value of the easement at $130,000. Diana Parker will be seeking an abatement from her property tax. A revised proposal for the Hazard Mitigation Plan from Jane Hubbard corrected the fee to $4,500 as previously understood. Suzanne Raiche and Jeanne Hartman were in attendance. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN October 20, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, October 20th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The Selectmen met with Arthur Battles of Xtreme Woodworks from Freedom. He was the low bidder for the pole barn extension at the Highway Garage. The Selectmen clarified certain issues of the specifications. Later in the meeting following some additional discussion, Aaron Blake made a motion, seconded by Don Philbrick, to award the contract for the pole barn extension to Xtreme Woodworks for a price of $8,975 conditional upon a November 30th completion date and provision of insurance liability coverage to the Town before construction begins. The motion carried unanimously. Ralph Meade filed a building permit to replace an existing building with a bathroom facility for the Waukeela Camp (R03-027-000). It was reviewed, approved and signed by the Board of Selectmen (Building permit #2913). The fee of $47 was paid by check. David Douglass met with the Selectmen to discuss monumenting the burial plots in the Snowville Cemetery. The Selectmen said they would like to monument all four corners of each lot in the new section. David Douglass said he had located six control points from his earlier survey and that should facilitate the project. Different types of markers were discussed with a preference for in-ground surface level markers that did not interfere with mowing. David Douglass said he would research the kind of markers available. The minutes for the meeting of October 13th were accepted as amended. Don Philbrick said he agreed with the Selectmen’s opposition to a warrant article at the Annual Meeting requesting funds for public access television. The opposition was based on the fact that most people in Eaton do not have cable. The Selectmen were agreeable to a date of November 10th at 10 a.m. to discuss the Hazard Mitigation Plan with Jane Hubbard. The Carroll County Transit Project is requesting $3,000 to support the project in 2010. The Selectmen did not see how it would benefit the people of Eaton since the major travel corridor would be up and down Rte 16. Correspondence from Manatron on the Marshall Swift CAMA program license agreement will be forwarded to Jason Call. Primex has sent information on the workers compensation renewal and the multi year discount program agreement. "Supply Lines", the newsletter from the Drinking Water and Supply Bureau of Department of Environmental Services discussed groundwater monitoring and water resource protection. Maudsley TOWN OF EATON, NEW HAMPSHIRE 03832 EVANS MEMORIAL BUILDING BOARD OF SELECTMEN October 27, 2009 The regular meeting of the Board of Selectmen took place on Tuesday, October 20th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m. The Board of Selectmen reviewed checks and signed the accounts payable manifest for $224,821.85 for 17 items. The payroll manifest was also signed. The minutes for the meeting October 20th were accepted as amended. Susan Brooks signed checks. The Selectmen confirmed their agreement to meet with Jane Hubbard on November 10th at 10 a.m. to discuss the Hazard Mitigation Plan. Signature item was the MS-1. It was noted that the value of the tax exempt properties, which does not affect the tax rate, did not include the Little White Church or the South Eaton Meeting House. It will be referred to the appraisers. Signature item was the contract with Arthur Battles d/b/a Xtreme Woodworks to do the pole barn extension for housing the School bus. Betsy Edge filed a building permit application for an overhang over the kitchen door. A special exception had been approved by the Zoning Board of Adjustment on October 5th. It was reviewed, approved and signed by the Board of Selectmen (Building permit #2914). The fee of $5 was paid in cash. The Conway Zoning Board of Adjustment have granted a special exception subject to Site Plan Review for a cell tower in Redstone. The Selectmen reviewed the Unemployment Compensation Program with Primex. The Town’s contribution is estimated at $156. Primex also provided a summary of recent changes in unemployment labor law. The Department of Environmental Services has issued a Complete Forestry Notification for a timber cut on the New Hampshire Audubon Society property on Hoyt Rd (R006-009-000). The Local Government Center has issued a statement with details of their Supreme Court Case with the New Hampshire Firefighters Union and the complaint that has been filed with the Secretary of State. The main issue appears to be on whether health insurance premiums are used for other purposes. The health insurance rates will increase by 16.7% in January 2010.
