BOARD OF SELECTMEN
October 30, 2007 The regular meeting of the Board of Selectmen took place on Tuesday, October 30th , 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m. Don Philbrick opened the Public Hearing at 7 p.m. on the request to the Department of Revenue Administration for an emergency appropriation under RSA 32:11 to cover the Town’s share of the FEMA estimate for the April storm. There were six people in the audience. Don Philbrick read the letter sent to the Department of Revenue Administration requesting permission to use $35,349 from the General Fund Balance for the Town’s share for the April storm. The Department had advised the Selectmen to hold a Public Hearing. Don Philbrick noted there was more than enough money in the Fund Balance to cover the request and it would still leave plenty in reserve. Rick Young noted the FEMA funds had already been received. The expenditures for the April storm were reviewed and discussed. He noted that the Town had 18 months to complete all the repairs but it was not expected to take that long. With regard to adding additional culverts on the Bush Rd, Rick Young noted the Town had been waiting on a permit application that had been filed with the Department of Environmental Services. The permit had been approved last Friday so the culverts will be installed shortly. The highway expenditures for the operating budget were also reviewed and discussed. No objections were raised to the request to use the General Fund Balance for the stated purpose. Don Philbrick closed the Public Hearing at 7:12 p.m. OTHER BUSINESS The Selectmen reviewed checks and signed the accounts payable manifest for $51,266.85 for 21 items. Nancy Worcester requested an ‘Intent to Cut’ permit application. The Selectmen explained the process. An application for a building permit was incomplete and still requires an energy code certification from the State. Paul Hennigan drew attention to recent legislative changes for Town meeting following a workshop he attended last week. He also asked if the Selectmen had taken any action on a metal hand rail for the handicapped access ramp. They have not. Richard Heath Jr, discussed the road work that had been done on Stewart Rd and how much had been spent on ditching and lining the ditches following the April storm. He pointed out that some of the ditches should have been lined with geotextile fabric before the stone was put down. The minutes for the meeting of October 23rd were approved as distributed. Rick Young referenced an email from Marnie Cobbs summarizing the bushwacking that had taken place on Foss Mt this weekend. It had rained on Saturday but there had been a good turn out on Sunday to start clearing the top of the mountain to encourage the blueberries to grow. Carol Mayhofer signed checks. The Health Trust has indicated that the health insurance rates will increase by 7.5% in January. The Granite State Fair Tax Coalition will likely be submitting a warrant article for the Town meeting in March trying to initiate a change in the State tax structure and reduce the reliance on the local property tax. Signature item was a letter to Randy Cooper thanking him for the check from Eaton Day activities and which will be put in the Capital Reserve Fund for Eaton Day.
