BOARD OF SELECTMEN

September 11, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, September 11, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m.

The minutes for the meeting of September 4th were accepted as read.

Don Philbrick said the Town had received a letter from SAU 9 indicating a surplus from over assessment of $79,188.14 which will be used to offset school taxes.

Judie Goss has requested the Public Hearing for the budget be changed from the first Thursday in February because of a clash with a school meeting.

Don Philbrick reported that the Bridge Committee meeting went well last Wednesday. Lee Stack had done the minutes. There had been a site visit to Potter Rd. Matt Low of Hoyle, Tanner and Associates had shown photographs of new constructed bridges in similar locations. There had been agreement to keep the realignment of the road as minimal as possible and to have a bridge that matched the character of a scenic road. Rick Young said that Matt Low should be forwarding a proposal this week. The Bridge Committee will reconvene in December.

Rick Young said he had been contacted by Center Conway Fire Department. We are still owing them their annual contract amount of $6,000.

Rick Young said the Conservation Commission had met. The bridges for the Willis Bean Rd have been ordered and should be here shortly.

Meg Gospodarek inquired about the fire pond on Stewart Rd, when it would be full and whether it would reduce insurance rates. She also inquired about the logging on the Heath property. She was concerned about crossing the brook. Rick Young said that an ‘Intent to Cut’ permit application had been approved a couple of weeks ago.

Lee Stack said he had contacted Kurt Fisher who is now with Fairpoint Communications to determine if they have any plans for expanding access to Verizon broadband,

Suzanne Raiche met with the Board and gave them a copy of the Assessment and Planning Report for the preservation of vital records. This was the result of visit by Cynthia Swank

and Peter Parker to Town Hall on May 29th. The report had several recommendations for the storage and preservation of records. The Selectmen will review the report. Suzanne Raiche said there is a grant available for adopting some of the recommendations.

The Conway Household Hazardous Waste Day is on Saturday September 15th.

"Community Matters; Growth and Character - Having It All" is a conference from October 23rd through the 25th in Burlington, Vermont.

The Local Government Center is holding a series of workshops for Benefit Administrators in October in Concord.

The North Country Council is holding two workshops for regional planning officials on September 26th in Bethlehem and September 27th in Berlin.

Jesse Bushaw is the Department of Revenue Administration timber tax official replacement for Dennis Thorell who has retired.

PSNH is holding their Annual Informational Meeting in Meredith on October 18th.

The Board of Selectmen reviewed the employee policies and noted that health insurance is available only to employees who work 15 hours or more per week.

Malcolm and Jason Call have been in updating the assessment cards.

Mark Griffin and Suzanne Raiche were in attendance.
