BOARD OF SELECTMEN

September 25, 2007

The regular meeting of the Board of Selectmen took place on Tuesday, September 25th, 2007 at the Evans Memorial Building. Present were: Don Philbrick, Rick Young and Lee Stack. The meeting was called to order at 7:00 p.m.

Sandy Thoms met with the Selectmen and said she and Debbie Callis will be spending a day tidying up the beach area for the winter. She also recommended that the Selectmen hire the beach attendants and have the passes sorted out before next summer.

The minutes for the meeting of September 18th were accepted as corrected.

Rick Young said that Gorham Flag Company had not received a check for purchasing the flag pole. It was issued and mailed on August 21st but has not been received. The Selectmen agreed to issue a new check.

Rick Young said he had investigated and taken care of a complaint about a resident burning without benefit of a permit.

Information on the Campano property was reviewed. Don Philbrick noted that on the original current use application an acre had been removed for a future homesite. However, it did not coincide with the location of the new house. The Selectmen agreed to ask the owners for a new current use plan with the location of the homesite and driveway fixed or monumented on the ground. A letter to that effect was subsequently drafted and signed by the Selectmen.

Rick Young said he was playing telephone tag with Phil Steele over the stone berm the Department of Transportation put in to reduce the erosion of the Camp Waukeela beach. The Selectmen’s understanding with Department of Transportation officials was that the berm was an experiment for the summer. It would be removed before the winter. They had not promised to do it every year. Rick Young will check that this is the Department of Transportation’s position.

The Blymyers had a good send off from Town Hall on Sunday. They are moving to New Mexico.

Rick Young reported that Dave Weathers had received his check for his work on the fire pond.

Lee Stack was updated on the status of the bridges for the Willis Bean Rd. He also discussed withholding permits from property owners delinquent in their taxes.

Lee Stack said he had attended a seminar of the proposed take over of the Verizon land line maintenance by Fairpoint Communications. It was apparent that Verizon will do little for rural communities but there are serious concerns over the ability of Fairpoint to expand services in rural communities despite their expressed intent to do so. At issue is the large debt load that would encumber Fairpoint should the purchase go through. Lee Stack said he had conveyed to these companies the frustration of dealing with them and not getting any response.

The Selectmen discussed the proposal from Randy Cooper last week to turn monies left over from Eaton Day and other activities to the Eaton Village Preservation Society. The Selectmen preferred to have any proceeds generated from Eaton Day to be placed in the existing Capital Reserve Fund for Eaton Day. A letter will be drafted for next week.

A preliminary report (MS-1) on the property valuations was distributed.

Meg and Mary Gospoderek met with Selectmen to discuss a review by Jason Call of the valuation of Mary Gospodarek’s property off Paul Hill Rd. The land value had been adjusted because of the wetlands.

Signature item was a letter to Susie Tolman with a copy of the current property tax card and the new valuation.

Correspondence was received from Conway indicating their support to the Department of Transportation for the so-called Wiggin plan for the design of the southern end of the proposed Conway bypass. The Selectmen concurred with the recommendation. Don Philbrick was concerned that reopening discussion on the design would delay construction further.

The Local Government Center had sent a review of several changes in health care laws that are now in effect.

The Bureau of Emergency Communications has informed the Town of pending changes in the 911 program. The database will now be maintained by the State and not by Verizon.

The Department of Environmental Services has issued a letter of deficiency for Michael Kent on Ridge Rd. The construction project involved altering more than 100,000 sq ft and an alteration of terrain permit had not been applied for.

TRICAP had issued their annual request for an appropriation at next year’s Town Meeting. The amount requested is $500.
