BOARD OF SELECTMEN

September 1, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, September 1st, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $277,338.52 for 18 items. The payroll manifest was also signed.

David Norton met with Selectmen and discussed the status of one of the Arnold properties on the Brownfield Rd. He is interested in buying one of them. All the land is in current use and a land use change tax will be charged due to the installation of power lines, a well and a driveway. Rick Young said it was up to the buyer and seller to sort that out who was going to pay. The Selectmen recommended an amount of about $8,000 be put in escrow to ensure the land use change tax was covered. The Selectmen also noted that the trailers on the property need to be removed.

Rick Young said he had heard from Jane Hubbard and she will be submitting a proposal soon for the Hazard Mitigation Plan.

Ruth Earle filed a building permit application for interior renovations to her property on Rte 153 (U01-045-00A). The application was reviewed, approved and signed by the Board of Selectmen (Building permit 2907). The filing fee of $5 was paid in cash.

Don Philbrick asked about the parking of the school bus at the Highway Garage. It is currently parked in Freedom. Rick Young said it had all been sorted out. The bus was supposed to be down there at the end of the school year but did not appear. There is a light and an electrical outlet available from the previous time the bus was stored there. Rick Young said he had spoken with Elwyn Thurston about putting on an extension to the pole barn to cover the bus.

The Sheriff’s Department will be contacted a gain for a copy of an accident report.

HouseHold Hazardous Waste Day is on September 19th in Conway

A Highway Block Grant installment for $10,866.23 was received.

The Henney Historical Trust has sent out a mailing with details on how to apply for a grant.

Both the Local Government Center and Primex have issued details on their respective risk management services, programs and grants.

Details on the New Hampshire Energy Assistance Program were received.

BOARD OF SELECTMEN

September 8, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, September 8th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron

Blake. The meeting was called to order at 7:00 p.m.

Barbara Bracket inquired on whether a fixed position generator required a building permit. For property located on Eaton Rd (R04-005-000) The Selectmen decided it did and subsequently she filed a building permit application. The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2908). The fee of $5 was paid in cash.

The minutes for the meeting of September 1st were approved as amended.

Rick Young said he had received a call about the value of the McKendry property and he had indicated the Selectmen had no intention of taking any action on the matter at this time.

The pole barn extensions at the Highway Garage were discussed. A spec sheet will be put together and the project advertized for sealed bids.

Rick Young said the Selectmen needed to take some action over the layout of the cemetery plots at the Snowville Cemetery. The Selectmen agreed that the cost of cemetery plots should be increased. Elwyn Thurston will start placing the granite boulders at the Snowville Cemetery very shortly.

Concern was expressed about the collection of trailers and trucks on a property on the Brownfield Rd. It will be reviewed.

Jane Hubbard has not been heard from concerning the Hazard Mitigation Plan proposal.

The Potter Rd bridge is in.

The Selectmen discussed arrangement for the Eaton Fest, Aaron Blake said a personal matter may prevent him from attending.

Nubie Duncan and David Arnold met with the Board of Selectmen concerning one of the Arnold properties on the Brownfield Rd (R11-032-00B). They have an interested buyer. The parcel is 10.98 acres and all in current use. The issue was how much to set aside for the land use change tax. It was agreed that because of the driveway, the house lot, well and power lines that all the land will have to come out of current use. The Selectmen said the land use change tax will be 10% of the market value as determined by the Town’s Assessors. After some discussion, the Selectmen agreed to draft and sign a letter recommending that $7,500 be set aside for the land use change tax. The letter was signed and given to Nubie Duncan.

Heather McKendry inquired about the Town’s easement to PSNH for installing a power line to her property. It had been sent to the State several weeks ago.

Bob Bridgham filed a building permit application for interior renovations. The application was reviewed, approved and signed by the Board of Selectmen (Building permit #2909). The fee of $5 was in cash.

The New Hampshire Department of Health and Human Services has issued their weekly update on the spread of WNV (West Nile Virus) and EEE (Eastern Equine Encephaltis).

The Carroll County Collaborative is meeting in Conway on September 22nd.

The Department of Revenue Administration has approved the MS-1 extension to October 1st.

The New Hampshire Fish & Game Department has been issued a Wetlands Permit and Non-Site Specific Permit for the proposed boat launch on Purity Lake.

Information was received from Northern Human Services (The Mental Health Center) and TRICAP on the provision of services to Eaton residents.

The budget was reviewed.

September 15, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, September 15th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron

Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $81,700.55 for 16 items. The payroll manifest was also signed.

Rick Young said that Elwyn Thurston and Allan Bean had completed the work for the Snowville Cemetery.

The Conservation Commission had met the previous evening. Rick Young said they had appropriated another $8,400 to continue the clearing of Foss Mt. The next timber cut on Town lands has started. The Conservation Commission will be making a field trip to check out what is happening. In other business, the Upper Saco Valley Land Trust will be making on offer on the McKenzie property.

Rick Young said he had walked in the Eaton Fest Parade as the Selectmen’s representative last weekend.

FEMA has sent an update on the use of plain language in emergency response.

The New Hampshire Department of Safety is proposing to reprogram 13,000 radios for Statewide interoperability for compliance with the National Naming Nomenclature adopted by the National Public Safety Telecommunications Council.

The Department of Revenue Administration has issued updated utility values for PSNH ($557,674) and New Hampshire Electric Coop ($99,988).

Correspondence from Amy Morin requesting corrections to the property tax card will be forwarded to the Appraisers.

The Department of Health and Human Services has announced the first case of EEE this season in New Hampshire.

The New Hampshire Municipal Ecolink noted that a change in wetlands permitting regulations created an exemption for beaver pipes and fences and clarified the conditions under which a beaver dam can be removed without a permit.

The Carroll County Coalition for Public Health is hosting a Volunteer Recruitment Party on September 23rd at the TRICAP building in Tamworth.

PSNH is offering incentives for municipalities to save money by improving energy efficiencies.

The Selectmen agreed an issue over a timber cut on property in South Eaton was a private matter and did not involve the Town.

BOARD OF SELECTMEN

September 22, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, September 22nd, 2009 at the Evans Memorial Building. Present were Rick Young, and Aaron Blake. The meeting was called to order at 7:00 p.m.

Rick Young said that he had met with Elwyn Thurston and discussed the specifications for the pole barn extension to house the School Bus. The Selectmen discussed details for an invitation to bid. The notice will be placed in the newspaper and on the Town website. Detailed specifications will be on the web or can be mailed or picked up at the Town Hall.

Sealed bids will be opened at 7 p.m. on October 13th. The Selectmen reserved the right to reject any and all bids.

John McBride filed a building permit application to construct a 24' x 32' garage on his property on Rte 153 (Tax map U01-012-000). The application was reviewed, approved and signed by the Board of Selectmen (Building permit 2910). The fee of $38.40 was paid by check.

Rick Young reported that the bridge is scheduled to be finished by October 1st. There had been a discussion about covering the abutments but it had been agreed they were not showing to any great degree.

The Foss Mt mowing by the J. C. Brown Co. has finished and the consensus is that they have done a fine job. Rick Young said the Conservation Commission also did a field trip on Foss and to review the timber cut. There are a few issues that the Town Forester needs to follow up on.

Aaron Blake reported on the Planning Board meeting last week. The Stuart two lot subdivision had been approved. Bill Stuart had been present to complain about the timber cut. He was advised to seek a lawyer if he wished to have the title deed restrictions enforced. The Planning Board had also received a copy of the proposed Flood Insurance Ordinance.

Aaron Blake said that the Weegars held a preliminary discussion with the Planning Board about their proposed three lot subdivision on the Snowville Rd.

In other business, Aaron Blake said he had received an inquiry about using the Town Hall parking for fund raising event but they had not provided enough details.

The Selectmen agreed to send out land use change tax bills for the Arnold properties.

Jim Higgins had filed a supplementary ‘Intent to Cut’ permit application for additional cutting on the Betz property (R09-029-000). The application was reviewed, approved and signed by the Board of Selectmen.

Dean and Kathryn Williams had filed a building permit application for an addition to their property on Stewart Rd (R09-008-000). The application was reviewed, approved and signed by the Board of Selectmen (Building permit 2911). The approval was conditional upon receipt of an additional $28.40 for a total fee of $138.00.

The Snowvillage Inn is in the process of being sold. The New Hampshire Liquor Commission was wanting to know if the Town had any objections to the issuance of a liquor license. The Selectmen did not. They also had no objection to entertainment at the Inn provided it was in accord with past practices of that establishment. A letter to that effect to the NH Liquor Commission was approved and signed.

A petition with 11 signatures from TRICAP for a $500 appropriation at next year’s Annual Meeting was received.

CASA (Court Appointed Special Advocates for Children) were requesting an appropriation for $500 at the next Annual Meeting.

Primex has issued the latest edition of "Awareness in Action". Among other subjects it deals with free speech, and wrongful discharge of employees.

Jane Hubbard has submitted a proposal for creating a Hazard Mitigation Plan. It will be reviewed by the Selectmen and Julia Chase will be contacted about the cost.

The New Hampshire Department of Transportation is coordinating with the USGS to acquire high resolution, leaf off, color, aerial photography of the entire state. Data is to be collected in the spring of 2010 at a resolution of 1-foot pixel. The Department of Transportation is offering communities the opportunity to "buy up" to 6 pixel resolution. Estimates of costs for each community were provided. The cost for Eaton would be between $5,022 and $7,533.

Christopher Schroeder, an Americorps VISTA Representative, will be contacting the Town about making a presentation about assistance in a federally declared disaster and long term recovery in a non-federally declared disaster.

The Department of Health and Human Services provided an update on the HSN1 vaccine distribution plan.

A draft of the Flood Plan Ordinance being proposed by the Planning Board was distributed.

September 29, 2009

The regular meeting of the Board of Selectmen took place on Tuesday, September 29th, 2009 at the Evans Memorial Building. Present were Rick Young, Don Philbrick and Aaron Blake. The meeting was called to order at 7:00 p.m.

The Selectmen reviewed checks and signed the accounts payable manifest for $22,341.33 for 15 items. The payroll manifest was also signed.

The minutes for the meeting of September 22nd were accepted as read.

Rick Young noted that the Department of Environmental Services has indicated that the Dredge and Fill Permit application for replenishing the sand at the Town beach is now complete.

Rick Young said the Potter Rd bridge is nearing completion and paving should begin this week.

The advertisement for the pole barn extension has been published and there have been several inquiries.

Aaron Blake said he had received a call about the pole barn extension. The Selectmen discussed some of the details of how the extension would tie in with the existing structure.

An ‘Intent to Cut’ permit application was filed by Alistair and Kathleen McKenzie for R13-012-000. The application was reviewed, approved and signed by the Board of Selectmen.

Michael DiGregorio, a Conway Selectmen, will visit with the Eaton Board of Selectmen on October 13 to discuss cable television and Time Warner. He is meeting with all the local towns to try and generate a unified approach to Time Warner and getting another channel for public access.

Les Babb, a Freedom Selectmen. called and spoke with Rick Young about ambulance coverage.

The Mt Washington Executive Council would like the Selectmen appoint an Eaton representative to the Council.

The Department of Environmental Services has issued approvals for septic operation for the Eaton Village Preservation Society (Eaton Village Store - U01-042-000) on Rte 153; d for Heather McKendry (U02-015-000) on Brownfield Rd and for septic construction for Sherwood Gray (R03-003-00B) on Glines Hill Rd.

The Carroll County Registry of Deeds has issued a reminder about the LCHIP surcharge of $25 that has to be paid by the applicant at the time of registration of a plot plan.

The North Country Council newsletter discussed the revised legislation on workforce housing effective January 1st, 2010.
