Eaton Conservation Commission July 10, 2006 1.The meeting was called to order at 7:00 PM by Dick Fortin. Present were Dick Fortin, Rick Young, Dick Brisbois, Judy Fowler and Ken McKenzie. 2.ADMINISTRATION The minutes of 5/8/06 were voted today as there was no quorum at the last meeting. They were unanimously accepted. The minutes of 6/12/06 were accepted with the following amendments: In #5, the money paid to Dan Stepanauskas also included his hours meeting with selectmen in 2005, and in #6, it was voted to reimburse Dick Fortin $24.00 for money he had expended for the brush cutting advertisement. 3.TREASURER?S REPORT Dick Brisbois reported: Eaton Conservation Fund??????????????? ?$ 5,609.42 Forest Management Fund????????????????? 28,406.37 ?????????????????????????????????????????????????? $34,015.79 4.DREDGE AND FILL Minimum impact expedited application from Chris and Tina Snook to replace an existing culvert with a new culvert on their property on Ridge Rd. Dick Fortin will check with Colleen McCormack-Lane re: whether this application was sent to DES. The ECC is not registering an objection. 5. BLUEBERRIES Dick Fortin has been trying to contact Tim Merrifield about cutting the Town blueberry fields and meeting with the ECC about the future of these fields. Thus far, he has had no response. He also sent a letter to Ragnar Kamp of Cherryfield Foods stating that upgrading of Foss Mt. Rd. is not possible as the Town had voted 50 years ago not to winter maintain it. Due to the rock popping issue and the Cherryfield?s proposed reduction in the area to be picked the ECC feels we need to consider other options and the hope remains to meet with all parties affected by this issue. Ken McKenzie shared an analysis he had made of some options that can be studied by ECC members. Rick Young will get some estimates for mowing by local people. Dick Fortin will call Tim Merrifield again and Cooperative Extension for more information. Judy will contact Dave Sorensen for information. 6. CAMP WAUKEELA MEETING The 6/28/06 meeting at the camp included Ray Burton, three state engineers, Fish and Game representatives, Bradley and Sununu representatives, Phil Steele of Waukeela and Rick Young. There was some disagreement as to who was responsible (State or Town) for flooding on Rt.153 near camp that is caused by beavers. Phil Steele expressed concern about sand washing from the road into the lake across from the camp entrance. There was discussion about safety of campers along the Brownfield Rd. between the front camp entrance and the narrow beach across from it. The state representatives were against a painted pedestrian way at that location as they find this gives a false sense of security by those using it. They recommended placement of traffic cones (in place this year) at both approaches to the beach area and plan to work towards flashing lights. There will be a follow up meeting on 9/19/06 at Town Hall. 7. BY-LAWS In #3 "Offices and Membership" change "he" to "he/she" and change the position of secretary/treasurer to two separate positions. Dick Fortin will send the revisions by e-mail. Dick Fortin announced that he needs to step of the ECC due to family responsibilities. 8. FORESTER Dan Stepanauskas has been asked to clarify what will be needed at Willis Bean Rd. and Bean Rd. and exactly where he plans to cut, preferably with a map. 9. SHORELAND ORDINANCE Next meeting for the study committee is 7/11/06. 10. LOON SURVEY Dick Fortin received paperwork for the upcoming annual Loon Survey. Judy will contact Stevie Thomas at Waukeela who has done the count for many years. The next ECC meeting will be held August 14, 2006 at 7:00 PM. Meeting adjourned at 9:05 PM.
