PLANNING BOARD

April 18, 2007

The Planning Board held their regular monthly meeting on Wednesday, April 18th, 2007 at the Evans Memorial Building. Present were; Paul Savchick, Dick Shaw, Nancy Malvesta, and Lee Stack, The meeting was called to order by Paul Savchick at 7:02 p.m.

MINUTES

The minutes for the meetings of February 20th and March 21st were approved as distributed.

SELECTMEN’S REPORT

Lee Stack provided background information on the application for a boundary line adjustment from the Rieblings. He noted that several construction projects had taken place without any building permits. The Selectmen had issued a cease and desist order until a boundary line delineation, zoning setbacks and septic issues had been resolved. After re-establishing the boundary line, it had been found that the tennis court did not meet the setbacks - hence the boundary line adjustment application.

Lee Stack updated the Board on the Town roads following a major storm. All the roads had been impacted, some had been washed out, and some people were stranded for quite some time. The Highway crew had done a great job in putting the Town back together. The Town will be applying for FEMA funds.

CONSERVATION COMMISSION REPORT

Paul Savchick said the Conservation Commission did not meet this month. They will be reviewing proposed contracts for managing the blueberry fields. The specs for one of the proposed bridges on the Willis Bean Rd was being changed to allow a smaller bridge to be installed.

CHAIRMAN'S REPORT

Paul Savchick said the Board had to get on with the Master Plan. He will meet with Nancy Malvesta and David Maudsley before the next meeting to review where it is at. Nancy Malvesta said that much of the original Master Plan was still valid and changes may be minor.

CORRESPONDENCE

Correspondence distributed included the new newsletter from the Office of Energy and Planning, court cases from the Town and City magazine from the Local Government Center and an article on paper streets.

PUBLIC HEARING - REIBLING TRUSTS - BOUNDARY LINE ADJUSTMENT

At 7:30 p.m. Paul Savchick opened the Public Hearing on an application from Laura and Lorenze Reibling for a boundary line adjustment for properties located on Conway Lake off Breezy Point Rd. (Tax Map R1, lots 20 and 21). Mia Gannon of Thorne Surveys made the presentation.

All notices required by statute had been posted, fees paid and abutters notified. No correspondence had been received. No abutters were present.

Mia Gannon explained that the boundary line adjustment was need to enable the tennis court to meet the zoning setbacks. She also noted that septic approval for construction had been received from the Department of Environmental Services for the carriage house. The new line had been drawn so that both lots had equal acreage of 4.89 acres. Since both lots were in excess of 4 acres no issues over HISS studies were raised.

Dick Shaw made a motion, seconded by Nancy Malvesta, to accept the plan. The motion carried unanimously.

Nancy Malvesta made a motion, seconded by Lee Stack, to approve the plan as presented. The motion carried unanimously.

Paul Savchick was authorised by the Board to sign the mylar when it was available.

The Public Hearing closed at 7:45 p.m.

The meeting adjourned at 7:50 p.m.
