PLANNING BOARD

February 21, 2007

The Planning Board held their regular monthly meeting on Wednesday, February 21st, 2007 at the Evans Memorial Building. Present were; Paul Savchick, David Sorensen, Dick Shaw, Joyce Blue, Nancy Malvesta, Lee Stack and Sunni Wilkewitz. The meeting was called to order by Paul Savchick at 7:02 p.m.

MINUTES

The minutes for the meeting of January 20th were approved as distributed.

SELECTMEN’S REPORT

Joyce Blue updated the Board on issues before the Selectmen. The Public Hearing on the budget was held on February 8th with the usual number of attendees (3). The warrant and budget have been completed and Town Meeting is on March 13th. Joyce Blue said she will not be seeking another term as a Selectmen but will be running for Town Clerk/Tax Collector. Lee Stack is running unopposed for the Selectmen’s position.

Joyce Blue discussed the latest on the attempts to sort out the recreation program for Eatonchildren. Marnie Cobbs had put together a petition for the warrant requesting $14,009 to participate in the Conway Recreation Program. The Selectmen felt this was as good a deal as the Town is likely to get out of Conway.

Joyce Blue noted the New Hampshire Supreme Court had reaffirmed the lower court decision in favor of McKenzie in his action against the Zoning Board of Adjustment. Kenneth McKenzie had put the Town on notice that moving the Burn’s shed elsewhere on the property would be a violation of the Zoning Ordinance since an accessory building was not permitted in the absence of a primary dwelling. The Selectmen had noted that permits have been issued in the past to put garages, barns etc on a separate lot in the absence of a primary building and did not see what was wrong with that. After some discussion, the Planning Board agreed to look into amending the Zoning Ordinance.

Joyce Blue said the Annual Report was completed and at the printers.

CONSERVATION COMMISSION REPORT

Paul Savchick said the Conservation Commission were still looking into the issue of management of the blueberry fields and will be meeting with a potential applicant shortly.

CHAIRMAN’S REPORT

Paul Savchick said the Board needed to prioritize its objectives for this year. He said there were two main issues, the Master Plan and the Shoreland Protection Ordinance Committee Nancy Malvesta has already distributed a start of the revision of the Master Plan. There was an extensive discussion about the Shoreland Protection Ordinance and what the next stage should be.

OTHER BUSINESS

The ballot for the zoning amendment had been posted.

Reviews by the New Hampshire Municipal Association of recent court cases were distributed.
