TOWN OF EATON PLANNING BOARD July 19, 2006 The Planning Board held their regular monthly meeting on Wednesday, July 19th, 2006 at the Evans Memorial Building. Present were; Paul Savchick , Dick Shaw, George Murphy and Joyce Blue. Also in attendance was Alternate Lee Stack. The meeting was called to order by Paul Savchick at 7:03 p.m. The minutes for the meeting of June 21, were accepted as distributed. Joyce Blue gave the Selectmen?s Report. She said there was a meeting with Councilor Ray Burton and members of the State Department of Transportation to discuss issues concerning Camp Waukeela. It was a follow up meeting to the one held in March. Waukeela had flooding issues resulting from beaver activity and they will need to be removed. There will also be a hydraulic study for Rte 153. Regarding the Camp crossing over the Brownfield Rd to the Lake, the Department of Transportation was recommending cones and signs rather than a crosswalk. There will be a follow up meeting on September 19th. On Town Hall news, Joyce Blue said the air conditioning units had been installed but the electricity still needed to finished. There had not been any requests to join the Madison Recreation Program. Don Philbrick will be representing the Town in further discussions with Conway and Albany about alternative funding mechanism for the recreation program. Joyce Blue said the revaluation is almost complete. They assessors have inspected approximately 67% of the interior of homes and this is about normal for this kind of revaluation. The new numbers should be issued shortly and the there will be hearings in early August for property owners to discuss the values with the assessors. There is a problem with the tax collector?s end of Town Hall over security and Colleen McCormack-Lane will be getting some partitions. New shades are also being ordered for Town Hall. Joyce Blue said that she had met with Nancy Malvesta and they have made progress on the Master Plan. Paul Savchick gave the Conservation Commission Report. He said they are looking at alternatives for blueberry picking. They have updated the bylaws. Dick Fortin is resigning because of parental family matters. The Shoreland Protection Ordinance Committee is meeting regularly and has raised issues over how an ordinance would be enforced. George Murphy said he would like to become an alternate because of job commitments. The Board agreed to recommend that Lee Stack replace him. There was a wide ranging discussion about the conditions associated with approvals and whether they included time limits. For the Planning Board, approvals are protected for four years from regulatory changes provided substantial progress is made within the first twelve months. In the case of Zoning Board of Adjustment decisions it was not clear that the same limit applied in granting variances or approving special exceptions. The question was raised on whether there should be a time limit on the duration of such approval. The concern will be brought to the attention of the Zoning Board of Adjustment. Paul Savchick brought up the issue of road construction for minor subdivisions and that the standards should be changed. A ridge line ordinance was also mentioned.
