PLANNING BOARD TOWN OF EATON March 15, 2006 The Planning Board held their regular monthly meeting on Wednesday, March 15th, 2006 at the Evans Memorial Building. Present were; David Sorensen, Dick Shaw, George Murphy, Sunni Wilkewitz and Joyce Blue. Alternates attending were Lee Stack and Chris kennedy. The meeting was called to order at 7:05 p.m. The minutes for the February 15th meeting were approved as distributed. Joyce Blue gave the Selectmen?s report. She said the Town Meeting was yesterday. The zoning amendments had been approved aby a wide margin. The voters had turned down the funds requested by Conway for the Recreation Program. A new septic tank was to be installed at Town Hall following a back up at Town Meeting. The web site was up and running. Several changes to Town Hall were being proposed, including new shades, air conditioning and a new floor. Under public comment, Kenneth McKenzie said the Board ahd a greed to study the helicopter issue further. Persons interested were David Sorensen, Lee Stack and Kenneth McKenzie. PUBLIC HEARING - TWO LOT SUBDIVISION - PETER BLUE ET AL At 7:30 p.m. David Sorensen opened the Public Hearing on an application from Peter Blue et al for a two lot subdivision for property located on Hatch Pond off Crystal Lake Rd (Tax map R-4, lot 2). A 16 acre lot is to be subdivided out of a 137 acre parcel. Peter Blue made the presentation. Dick Fortin was also present. Joyce Blue stood down from the Board. Joining the meeting were Paul Hennigan, Fred Goss and Kenneth McKenzie. All notices required by statute had been posted, fees paid and abutters notified. No correspondence had been received. Peter Blue explained the background to the proposal saying it was essentially a family estate proposal dividing the property up among the Blue children. There were no immediate plans to develop. The property is located off Crystal Lake Rd. The proposed road continues as a driveway for Shirley Blue?s home on Hatch Pond. Two issues were addressed. One was to substitute a hammerhead turn around instead of the circular terminus required for dead end streets. Peter Blue said the Selectmen had reviewed the proposal and no problem with it. He said that they were also requesting delaying the construction of the road until there was some future trigger for further development. He noted the expense of building the road that would hardly be used. Paul Hennigan objected to the proposal on several grounds. He said hammerheads were not permitted by the regulations. He noted the land was in current use and said the road should be built to Town specifications and was concerned about liability if it wasn?t Fred Goss said that if the road was not built to town specs it would enable lots of proeprty to be opened up with possible future problems for the Town. He said it would set a bad precedent. Kenneth McKenzie had concerns over the hammerhead but said his major concern was to ensure that the Planning Board did not inadvertently approve the layout of Crystal Lake Rd. The layout of Crystal Rd is an ongoing but separate issue. David Sorensen noted the Zoning Ordinance requires 200' on a Class V road or better or one built to Town specifications. After further discussion, Dick Shaw made a motion, seconded by Sunni Wilkewitz, to deny the application. The motion carried unanimously. The reasons for the denial were that hammerheads are not permitted and the road has to be built to Town standards. PUBLIC HEARING - TREE CUTTING ON SCENIC ROADS At 8:10 p.m.?David Sorensen opened the Public Hearing on a proposal by PSNH to cut and trim trees on scenic roads in Eaton. The notices had been posted. David Crane, the arborist for PSNH was present. David Crane explained the Asplundh Company will be doing the tree trimming. The need for the cutting was to reduce the power outages in the area which he said are higher than most areas in New Hampshire. He has identified 23 trees on Stewart Rd, Foss Mt and Potter that need to come down. He noted there were still a lot of damaged tress from the ice storm of 1998. He said they are contacting private homeowners if they are cutting on their property. After some discussion it was a greed that David Crane will mark the trees after which will site visit the Trees on March 30th to determine if they agreed with the need to cut them down. Kenneth McKenzie was particularly concerned over a maple on Foss and said he will join the site visit. The Public Hearing closed at 8:40 p.m. The Board discussed the events of the evening.
